4.1.2 Economic <strong>pro</strong>file<br />

The population census 32 of 2000 reports 684 or 129 households liv<strong>in</strong>g on <strong>the</strong> island. The<br />

majority of households depend on fish<strong>in</strong>g as <strong>the</strong>ir primary source of <strong>in</strong>come. In 1985, about<br />

91 per cent of households were engaged <strong>in</strong> fish<strong>in</strong>g (MCDP, 1985). Fish<strong>in</strong>g is done with <strong>the</strong><br />

use of outrigger canoes or motorised pumpboats. Hook and l<strong>in</strong>e, gill nets and spearfish<strong>in</strong>g are<br />

<strong>the</strong> methods used, with a few us<strong>in</strong>g fish traps and beach se<strong>in</strong>es. Fishermen have revealed that<br />

s<strong>in</strong>ce <strong>the</strong> establishment of <strong>the</strong> mar<strong>in</strong>e sanctuary <strong>in</strong> 1985, fish catch has <strong>in</strong>creased threefold<br />

even with <strong>the</strong> use of <strong>the</strong> same type of gear. 33<br />

There is some farm<strong>in</strong>g and agro<strong>for</strong>estry practised <strong>in</strong> <strong>the</strong> area. Livestock, like chickens, hogs,<br />

goats, and cattle, are also raised. In fact, <strong>in</strong> 1995, 95 per cent owned no agricultural land but<br />

82 per cent owned livestock and poultry (Fabro and Luchavez, 1997). Women on <strong>the</strong> o<strong>the</strong>r<br />

hand are engaged <strong>in</strong> mat weav<strong>in</strong>g and sell<strong>in</strong>g, t-shirt vend<strong>in</strong>g, and small store enterprises.<br />

The biggest <strong>in</strong>dustry on <strong>the</strong> island is tourism. Apo Island is considered as one of <strong>the</strong> prime<br />

dest<strong>in</strong>ations <strong>for</strong> scuba div<strong>in</strong>g <strong>in</strong> <strong>the</strong> country. Its excellent coral cover and diversity of mar<strong>in</strong>e<br />

life serve as major attractions not only to Filip<strong>in</strong>o scuba divers but to <strong>for</strong>eign tourists as well.<br />

As such, <strong>the</strong> div<strong>in</strong>g <strong>in</strong>dustry is <strong>the</strong> major source of revenues of <strong>the</strong> <strong>pro</strong>tected area and its<br />

resources.<br />

4.1.3 Protection ef<strong>for</strong>ts<br />

Protection ef<strong>for</strong>ts on Apo Island began as early as 1979 when Silliman University extension<br />

workers held <strong>in</strong><strong>for</strong>mal mar<strong>in</strong>e conservation and education <strong>pro</strong>grammes <strong>for</strong> local members of<br />

<strong>the</strong> community. Focus was given on how to ensure susta<strong>in</strong>able use of <strong>the</strong>ir mar<strong>in</strong>e resources.<br />

In 1982, an agreement was reached between <strong>the</strong> villagers, Silliman University and <strong>the</strong><br />

municipal government council on <strong>the</strong> content of <strong>the</strong> guidel<strong>in</strong>es <strong>for</strong> <strong>the</strong> mar<strong>in</strong>e reserve. In<br />

1984, <strong>the</strong> Mar<strong>in</strong>e Conservation and Development Program of Silliman University<br />

implemented a comprehensive reserve <strong>pro</strong>gramme toge<strong>the</strong>r with <strong>the</strong> local government and<br />

<strong>the</strong> community. This led to <strong>the</strong> <strong>for</strong>mation of <strong>the</strong> Mar<strong>in</strong>e Management Committee (MMC), a<br />

core group composed of fisherfolk, with <strong>the</strong> assistance of <strong>the</strong> Philipp<strong>in</strong>e Constabulary-<br />

Integrated national police and <strong>the</strong> Philipp<strong>in</strong>e coastguard (MCDP, 1986). The MMC collected<br />

donations <strong>for</strong> <strong>the</strong> upkeep of <strong>the</strong> mar<strong>in</strong>e reserve, which led to <strong>the</strong> construction of a community<br />

centre <strong>in</strong> front of <strong>the</strong> mar<strong>in</strong>e sanctuary. At <strong>the</strong> same time, a women’s weav<strong>in</strong>g group called<br />

Apo Weav<strong>in</strong>g Association was <strong>for</strong>med, toge<strong>the</strong>r with a consumers’ cooperative. The latter<br />

started with 46 members which rose to 80 by 1997.<br />

Formal <strong>pro</strong>tection of Apo Island began <strong>in</strong> 1985 when <strong>the</strong> municipality of Dau<strong>in</strong>, Negros<br />

Oriental passed a resolution declar<strong>in</strong>g <strong>the</strong> entire mar<strong>in</strong>e habitat of <strong>the</strong> island as a municipal<br />

reserve. On <strong>the</strong> south-east side, <strong>the</strong> area cover<strong>in</strong>g 11.2ha to 250m offshore was declared a<br />

mar<strong>in</strong>e sanctuary (see Figure 4.1). It was fur<strong>the</strong>r declared as a Tourist Zone by Proclamation<br />

No. 1801 and was under <strong>the</strong> adm<strong>in</strong>istration of <strong>the</strong> Philipp<strong>in</strong>e Tourism Authority. 34<br />

Agro<strong>for</strong>estry and farm<strong>in</strong>g <strong>pro</strong>jects were <strong>in</strong>troduced to serve as alternative means of livelihood<br />

among <strong>the</strong> fisherfolk. The municipal council and <strong>the</strong> Bureau of Fisheries and Aquatic<br />

Resources <strong>pro</strong>vided various <strong>for</strong>ms of support while Silliman University cont<strong>in</strong>ued to <strong>pro</strong>vide<br />

technical assistance.<br />
