<strong>in</strong>terest, and <strong>the</strong> Barangay Council of Balian started <strong>in</strong>terven<strong>in</strong>g <strong>in</strong> domestic water supply<br />

<strong>pro</strong>vision. Projects were be<strong>in</strong>g implemented without consult<strong>in</strong>g <strong>the</strong> local organisation, and<br />

worse, some of <strong>the</strong>se <strong>pro</strong>jects were redundant. For <strong>in</strong>stance, a national government <strong>in</strong>itiative<br />

built a reservoir <strong>in</strong> exactly <strong>the</strong> same location where one already existed, courtesy of SBPTI.<br />

The new system could not be operated after construction, and <strong>the</strong> council wanted to turn <strong>the</strong><br />

management over to SBPTI. When <strong>the</strong> latter refused, <strong>the</strong> council tried to take over <strong>the</strong><br />

leadership of <strong>the</strong> organisation. It failed to do this, so <strong>the</strong> community is still rely<strong>in</strong>g on <strong>the</strong> old<br />

system <strong>the</strong>y <strong>the</strong>mselves set up. More importantly, <strong>the</strong> SBPTI has ma<strong>in</strong>ta<strong>in</strong>ed control over its<br />

watershed and water-supply system. Because <strong>the</strong> organisation has such deep roots <strong>in</strong> <strong>the</strong> way<br />

of life of <strong>the</strong> people <strong>in</strong> <strong>the</strong> area, local governments end up deferr<strong>in</strong>g to it.<br />

A Taiwanese company is <strong>in</strong>terested <strong>in</strong> putt<strong>in</strong>g up a m<strong>in</strong>eral water-<strong>pro</strong>cess<strong>in</strong>g plant <strong>in</strong> <strong>the</strong><br />

upland portion of Balian. The spr<strong>in</strong>g source is located with<strong>in</strong> private land, which <strong>the</strong> LK has<br />

identified as a major source <strong>for</strong> its water supply. If <strong>the</strong> landowner decides to sell to <strong>the</strong><br />

Taiwanese company, <strong>the</strong> LK’s activities will be greatly affected. Not only will <strong>the</strong>y have<br />

wasted time and ef<strong>for</strong>t s<strong>in</strong>ce <strong>the</strong>y have already identified this as one of <strong>the</strong>ir water sources<br />

and have started work <strong>in</strong> establish<strong>in</strong>g <strong>the</strong> necessary boundaries. More importantly, <strong>the</strong>re is <strong>the</strong><br />

threat that <strong>the</strong> <strong>in</strong>creased demand <strong>for</strong> water <strong>for</strong> <strong>in</strong>dustrial purposes will have negative impact<br />

on <strong>the</strong> whole community’s water supply. To resolve this, members of <strong>the</strong> LK, toge<strong>the</strong>r with<br />

<strong>the</strong> municipal LGU, have been lobby<strong>in</strong>g hard to claim ownership over <strong>the</strong> rights to use <strong>the</strong><br />

water, based on constitutional <strong>pro</strong>visions on <strong>the</strong> ownership of water by <strong>the</strong> state. If <strong>the</strong>y are<br />

able to conv<strong>in</strong>ce <strong>the</strong> landowner that <strong>the</strong>y do possess <strong>the</strong>se rights and that <strong>the</strong>y <strong>in</strong>tend to<br />

exercise <strong>the</strong>m, <strong>the</strong> landowner will eventually stop enterta<strong>in</strong><strong>in</strong>g <strong>the</strong> idea of sell<strong>in</strong>g to <strong>the</strong><br />

m<strong>in</strong>eral water company. The landowner has not made any decision yet on whe<strong>the</strong>r to deal<br />

with <strong>the</strong> company or with <strong>the</strong> LK. Ano<strong>the</strong>r tact <strong>the</strong>y are look<strong>in</strong>g at is to buy <strong>the</strong> land from <strong>the</strong><br />

owner, so that <strong>the</strong> LK – i.e. <strong>the</strong> whole community – can own <strong>the</strong> spr<strong>in</strong>g source as well. They<br />

are negotiat<strong>in</strong>g a lower price, however, and <strong>the</strong> owner is still th<strong>in</strong>k<strong>in</strong>g th<strong>in</strong>gs over on this<br />

issue as well. If <strong>the</strong> deal goes through, <strong>the</strong>y will declare <strong>the</strong> area as a watershed sanctuary,<br />

and commercial <strong>in</strong>terests will not be <strong>pro</strong>hibited <strong>in</strong> <strong>the</strong> area.<br />

Ano<strong>the</strong>r source of conflict is <strong>the</strong> presence of carabao grazers <strong>in</strong> <strong>the</strong> grasslands of <strong>the</strong><br />

watershed. In search<strong>in</strong>g <strong>for</strong> grassy areas, carabaos sometimes accidentally tread on pipel<strong>in</strong>es,<br />

<strong>the</strong>reby break<strong>in</strong>g <strong>the</strong> supply of water to some households. SBPTI has tried to <strong>in</strong>vestigate <strong>the</strong><br />

identity of <strong>the</strong> carabao owners. In some cases <strong>the</strong>se carabao owners belong to neighbour<strong>in</strong>g<br />

municipalities, and are difficult to control. The best that <strong>the</strong> organisation can do is to reach<br />

out to residents liv<strong>in</strong>g <strong>in</strong> <strong>the</strong> uplands, and tra<strong>in</strong> <strong>the</strong>m to be more vigilant <strong>in</strong> watch<strong>in</strong>g out <strong>for</strong><br />

<strong>the</strong>se carabao grazers.<br />

The LK has likewise identified graz<strong>in</strong>g carabao <strong>in</strong> <strong>the</strong> uplands as a source of soil erosion, and<br />

<strong>the</strong>y are constantly try<strong>in</strong>g to conv<strong>in</strong>ce <strong>the</strong> grazers <strong>the</strong>y have identified not to do so <strong>in</strong> <strong>the</strong><br />

upland areas. One dis<strong>in</strong>centive <strong>for</strong> <strong>the</strong>se grazers is a municipal ord<strong>in</strong>ance declar<strong>in</strong>g illegal<br />

carabao graz<strong>in</strong>g <strong>in</strong> <strong>the</strong> uplands. The LK has <strong>pro</strong>mised not to squeal on <strong>the</strong> identified grazers<br />

<strong>pro</strong>vided <strong>the</strong>y stop <strong>the</strong>ir activities <strong>in</strong> <strong>the</strong> uplands, and that <strong>the</strong>y participate <strong>in</strong> <strong>the</strong><br />

establishment of <strong>the</strong> 100-meter radius around <strong>the</strong> water sources of Balian.<br />

A fourth source of conflict is with <strong>the</strong> Laguna Lake Development Authority (LLDA) which<br />

manages <strong>the</strong> lake located beside Pangil, along with 26 o<strong>the</strong>r lakeshore municipalities, 22 nonlakeshore<br />

municipalities, and 12 cities. Laguna Lake catches all <strong>the</strong> tributaries from <strong>the</strong><br />

<strong>pro</strong>v<strong>in</strong>ces of Rizal and Laguna, as well as some from Cavite, Quezon, Batangas, and Metro<br />

Manila. After del<strong>in</strong>eat<strong>in</strong>g boundaries to <strong>in</strong>dicate <strong>the</strong>ir total area of jurisdiction, <strong>the</strong> LLDA has<br />
