4.2.5 Funds accrued, funds disbursed<br />

Table 4.6 conta<strong>in</strong>s <strong>the</strong> total accruals and disbursements made <strong>for</strong> each of <strong>the</strong> funds handled<br />

by DOE. Funds started accru<strong>in</strong>g s<strong>in</strong>ce 1994, but disbursements began only <strong>in</strong> <strong>the</strong> next year.<br />

This is to be expected, given <strong>the</strong> lead time needed <strong>for</strong> <strong>pro</strong>ject development and ap<strong>pro</strong>val. For<br />

<strong>the</strong> RWMHEEF, disbursements have only been 45 per cent of <strong>the</strong> total accrued fund. Look<strong>in</strong>g<br />

at <strong>the</strong> trend, <strong>for</strong> <strong>the</strong> first three years, <strong>the</strong> fund was hardly used <strong>for</strong> LGU <strong>pro</strong>jects. Dur<strong>in</strong>g three<br />

out of <strong>the</strong> most recent four years, disbursements were bigger than <strong>the</strong> accruals. LGUs are thus<br />

start<strong>in</strong>g to make use of <strong>the</strong> fund at a faster rate, absolutely and relative to <strong>the</strong> use of <strong>the</strong> o<strong>the</strong>r<br />

funds. Only 38 energy <strong>pro</strong>jects have used <strong>the</strong> fund, represent<strong>in</strong>g 38 per cent of around 100<br />

power plants located <strong>in</strong> <strong>the</strong> country. Never<strong>the</strong>less, relative to <strong>the</strong>ir contribution to total<br />

generat<strong>in</strong>g capacity, <strong>the</strong>se power plants that availed of fund<strong>in</strong>g were generat<strong>in</strong>g 59 per cent of<br />

<strong>the</strong> total generat<strong>in</strong>g capacity of all exist<strong>in</strong>g power plants <strong>in</strong> <strong>the</strong> country (see Table 4.7).<br />

Hence, <strong>in</strong> <strong>the</strong> overall picture, <strong>the</strong>y contribute more to energy generation relative to <strong>the</strong> 45 per<br />

cent of <strong>the</strong> fund <strong>the</strong>y have received.<br />
