The presence of so many laws regulat<strong>in</strong>g <strong>the</strong> environment and natural resources has caused<br />
<strong>in</strong>efficiencies <strong>in</strong> <strong>the</strong> <strong>pro</strong>cess of implement<strong>in</strong>g <strong>the</strong> NIPAS Act. As mentioned earlier,<br />
conflict<strong>in</strong>g <strong>pro</strong>visions exist among <strong>the</strong> LGCs, <strong>the</strong> NIPAS Act, <strong>the</strong> Water Code (which<br />
conta<strong>in</strong>s <strong>the</strong> claim that <strong>the</strong> National Water Resources Board is <strong>the</strong> sole agency that can issue<br />
water use rights), and <strong>the</strong> Forestry Code (which allows DENR to collect <strong>for</strong>est charges).<br />
Rationalis<strong>in</strong>g all <strong>the</strong>se laws through legal amendments is ideal; yet it may take some time<br />
be<strong>for</strong>e <strong>the</strong>y can take effect. In <strong>the</strong> meantime, one possible solution is <strong>for</strong> PAMBs and national<br />
government agencies to come up with tentative agreements on how to del<strong>in</strong>eate roles and<br />
responsibilities on a per site basis. In o<strong>the</strong>r words, it might be difficult to come up with<br />
specific agreements at <strong>the</strong> national level that will apply to all sites. Ra<strong>the</strong>r, each site,<br />
depend<strong>in</strong>g on <strong>the</strong> various stages of organisation of <strong>the</strong> PAMBs, can come up with <strong>the</strong>ir own<br />
set of agreements, del<strong>in</strong>eat<strong>in</strong>g each stakeholder’s role <strong>for</strong> all resources found with<strong>in</strong> <strong>the</strong>ir<br />
area. For <strong>in</strong>stance, <strong>in</strong> some areas where <strong>the</strong> LGU has a strong presence and is very active <strong>in</strong><br />
<strong>pro</strong>tection activities, <strong>the</strong> local government head can be given a co-chairperson position <strong>in</strong> <strong>the</strong><br />
