4.2.4 Guidel<strong>in</strong>es <strong>in</strong> ap<strong>pro</strong>v<strong>in</strong>g <strong>pro</strong>ject <strong>pro</strong>posals<br />

For <strong>pro</strong>jects to be eligible under <strong>the</strong> RWMHEEF, <strong>the</strong>y should be classified under any of <strong>the</strong><br />

follow<strong>in</strong>g <strong>pro</strong>grammes:<br />

• Re<strong>for</strong>estation and watershed management, with <strong>the</strong> objective of im<strong>pro</strong>v<strong>in</strong>g ei<strong>the</strong>r <strong>for</strong>est<br />

cover or resource management.<br />

• Health-related <strong>pro</strong>jects.<br />

• Environment enhancement-related <strong>pro</strong>jects, e.g. waste disposal.<br />

In prioritis<strong>in</strong>g <strong>the</strong> types of <strong>pro</strong>jects <strong>in</strong> an area, <strong>the</strong> guidel<strong>in</strong>es are specific on <strong>the</strong> rank<strong>in</strong>g <strong>for</strong><br />

areas that host ei<strong>the</strong>r hydro- and geo-<strong>the</strong>rmal power plants. For areas with o<strong>the</strong>r types of<br />

power plants, <strong>the</strong> concerned LGU will decide on how to prioritise <strong>pro</strong>ject <strong>pro</strong>posals <strong>for</strong> its<br />

area. As far as <strong>the</strong> maximum amount per area is concerned, LGUs can <strong>pro</strong>pose <strong>pro</strong>jects that<br />

do not exceed <strong>the</strong> amount generated by <strong>the</strong> power plant <strong>the</strong>y host. However, this is not be<strong>in</strong>g<br />

followed strictly, given that only 38 host communities, or roughly 25 per cent of total power<br />

plants <strong>in</strong> <strong>the</strong> country, have availed of <strong>the</strong> fund. Appendix K 51 conta<strong>in</strong>s <strong>the</strong> full set of<br />

guidel<strong>in</strong>es <strong>for</strong> RWMHEEF and DLF, as well as <strong>the</strong> list of requirements per type of allowable<br />

<strong>pro</strong>ject under each fund.<br />

Interviews with Gregory Paredes, 52 head of <strong>the</strong> Watershed Management Department of <strong>the</strong><br />

National Power Corporation and Noel Umali, 53 his deputy, revealed that <strong>the</strong> draft<strong>in</strong>g of <strong>the</strong><br />

IRR, particularly <strong>in</strong> com<strong>in</strong>g up with <strong>the</strong> list of allowable <strong>pro</strong>jects as conta<strong>in</strong>ed <strong>in</strong> Annex K,<br />

was done through consultations with <strong>the</strong> LGUs <strong>the</strong>mselves. Noel B<strong>in</strong>ag of <strong>the</strong> DOE 54 added<br />

that <strong>the</strong> list of allowable <strong>pro</strong>jects was based on <strong>the</strong> ‘wish list’ of local government offices. 55<br />

When asked why <strong>the</strong> RWMHEEF was set up, <strong>the</strong>y admitted that a huge factor be<strong>in</strong>g<br />

considered was <strong>the</strong> political acceptability of energy <strong>pro</strong>jects to <strong>the</strong> host communities. The<br />

same response was elicited from Yolanda Villaseñor, 56 <strong>the</strong> assistant director of <strong>the</strong> EIAB of<br />

<strong>the</strong> DOE. She claimed that <strong>the</strong> fund is be<strong>in</strong>g used by <strong>the</strong> DOE as barga<strong>in</strong><strong>in</strong>g leverage with <strong>the</strong><br />

LGUs to get <strong>the</strong>ir energy <strong>pro</strong>jects endorsed by <strong>the</strong> host community. Hence, <strong>the</strong> types of<br />

<strong>pro</strong>jects <strong>the</strong>y want to be funded are those with highly visible impact and could be<br />

implemented and made tangible <strong>in</strong> <strong>the</strong> short-run, mostly social-development <strong>pro</strong>jects. Given<br />

<strong>the</strong> political cycle <strong>in</strong> <strong>the</strong> country, with three-years ontervals between elections, it is expected<br />

that LGUs would want to implement <strong>pro</strong>jects that could be completed with<strong>in</strong> this three-year<br />

period.<br />

For <strong>pro</strong>jects <strong>in</strong> <strong>the</strong> DLF category, <strong>the</strong> list of preferred development <strong>pro</strong>jects and preferred<br />

livelihood <strong>pro</strong>jects are conta<strong>in</strong>ed <strong>in</strong> Table 4.5. A noteworthy emphasis of <strong>the</strong> fund is on<br />

<strong>pro</strong>jects that are aimed to im<strong>pro</strong>ve <strong>pro</strong>ductivity and <strong>pro</strong>vide livelihood opportunities to host<br />

communities. Thus, DLF <strong>pro</strong>jects are expected to translate <strong>in</strong>to higher <strong>in</strong>comes, while<br />

RWMHEEF <strong>pro</strong>jects are expected to translate <strong>in</strong>to im<strong>pro</strong>ved standards of liv<strong>in</strong>g through<br />

<strong>pro</strong>vision of basic necessities and <strong>environmental</strong> enhancement.<br />
