<strong>for</strong>merly managed by <strong>the</strong> local government, and is now under PAMB management. It is<br />

considered to be one of <strong>the</strong> most successful PAs <strong>in</strong> <strong>the</strong> country by far, both <strong>in</strong> terms of<br />

biodiversity conservation and revenue generation. Various ecological studies have cited its<br />

success <strong>in</strong> preserv<strong>in</strong>g <strong>the</strong> ecological balance and natural beauty of <strong>the</strong> sanctuary. Zones have<br />

been created to accommodate various economic activities, such as scuba div<strong>in</strong>g and fish<strong>in</strong>g.<br />

The management board collects entrance fees from scuba divers, generat<strong>in</strong>g a substantial<br />

amount of revenue over <strong>the</strong> years. The case study looks at whe<strong>the</strong>r such revenues are be<strong>in</strong>g<br />

<strong>pro</strong>perly ploughed back to <strong>the</strong> community, ei<strong>the</strong>r <strong>for</strong> im<strong>pro</strong>v<strong>in</strong>g standard of liv<strong>in</strong>g, or <strong>for</strong><br />

ecological enhancement of <strong>the</strong> reef and its resources.<br />

The second case study looks at <strong>the</strong> Re<strong>for</strong>estation, Watershed Management, Health and/or<br />

Environment Enhancement Fund (RWMHEEF) be<strong>in</strong>g managed by <strong>the</strong> Department of Energy<br />

(DOE). The fund was set up as part of <strong>the</strong> ‘social responsibility’ mandate of <strong>the</strong> DOE,<br />

whereby communities host<strong>in</strong>g energy <strong>pro</strong>jects are somehow compensated. From <strong>the</strong> very<br />

name of <strong>the</strong> fund, <strong>environmental</strong> and social objectives seem to underlie <strong>the</strong> rationale <strong>for</strong> its<br />

creation. S<strong>in</strong>ce <strong>the</strong> fee’s imposition <strong>in</strong> <strong>the</strong> mid-1990s, <strong>the</strong>re has been no documentation on<br />

whe<strong>the</strong>r <strong>the</strong> funds have <strong>in</strong>deed been used <strong>for</strong> watershed rehabilitation <strong>in</strong> areas affected by<br />

energy <strong>pro</strong>jects. The study attempts to determ<strong>in</strong>e whe<strong>the</strong>r this scheme constitutes a market <strong>for</strong><br />

watershed-<strong>pro</strong>tection <strong>services</strong>, and whe<strong>the</strong>r an <strong>in</strong>terplay between environment and<br />

development objectives exists.<br />

4.1 Apo Island Protected Landscape and Seascape (AIPLAS)<br />

Apo Island Protected Landscape and Seascape (AIPLAS) is located <strong>in</strong> <strong>the</strong> municipality of<br />

Dau<strong>in</strong>, <strong>pro</strong>v<strong>in</strong>ce of Negros Oriental. It was declared a <strong>pro</strong>tected area <strong>in</strong> 1994 through a<br />

Presidential Proclamation by <strong>the</strong>n-president Fidel Ramos (see Appendix F). 27 Shortly<br />

<strong>the</strong>reafter, it was declared as a NIPAS site and a Protected Area Management Board (PAMB)<br />

was <strong>for</strong>med <strong>for</strong> manag<strong>in</strong>g <strong>the</strong> area (see Section 3 of this paper).<br />

4.1.1 Description of <strong>the</strong> study area<br />

Apo Island lies <strong>in</strong> <strong>the</strong> middle of <strong>the</strong> M<strong>in</strong>danao Sea, off <strong>the</strong> south-eastern coast of Negros<br />

Island, central Philipp<strong>in</strong>es. 28 The island itself is very small: only 74ha. The highest peak is<br />

200m high, on <strong>the</strong> nor<strong>the</strong>rn side, while <strong>the</strong> sou<strong>the</strong>rn side is characterised by low-ly<strong>in</strong>g hills.<br />

The rest of <strong>the</strong> island is generally flat to slop<strong>in</strong>g. The coastl<strong>in</strong>e is made up of steep, rocky<br />

cliffs and five small white-sand beaches. There are two small shallow lagoons with<br />

mangroves on <strong>the</strong> south-eastern side. A narrow but highly diverse fr<strong>in</strong>g<strong>in</strong>g coral reef<br />

surrounds <strong>the</strong> island. It is dom<strong>in</strong>ated by steep drop-offs and gradually slop<strong>in</strong>g drops of 20 to<br />

40-degree decl<strong>in</strong>es. The most extensive live corals are located <strong>in</strong> <strong>the</strong> eastern and sou<strong>the</strong>astern<br />

portions of <strong>the</strong> reef, with much of its growth supported by volcanic rock boulders. 29<br />

Monsoon w<strong>in</strong>ds affect wave action as well as fish<strong>in</strong>g activities around <strong>the</strong> island. 30 The nor<strong>the</strong>ast<br />

monsoon occurs dur<strong>in</strong>g November to March or April, which makes fish<strong>in</strong>g difficult at<br />

<strong>the</strong> north-east reef, but at <strong>the</strong> same time <strong>pro</strong>vides ideal yet challeng<strong>in</strong>g conditions <strong>for</strong> scuba<br />

div<strong>in</strong>g. On <strong>the</strong> o<strong>the</strong>r hand, <strong>the</strong> south-west monsoon dur<strong>in</strong>g July to September or October<br />

reverses <strong>the</strong> trend, whereby fish<strong>in</strong>g conditions become favourable. Scuba div<strong>in</strong>g is at its low<br />
