<strong>pro</strong>claim<strong>in</strong>g all water sources as <strong>pro</strong>tected (see Appendix E). 23 In establish<strong>in</strong>g <strong>the</strong> 100m<br />

radius around <strong>the</strong>se sources, LK discovered that all <strong>the</strong> surround<strong>in</strong>g land lots were privately<br />

owned, <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> areas where <strong>the</strong> water sources were located. However, <strong>the</strong>se landowners<br />

did not live locally, and thus were considered to be absentee landlords. Many of <strong>the</strong>m rarely<br />

visited nor did <strong>the</strong>y use <strong>the</strong>ir land <strong>for</strong> <strong>the</strong>ir own <strong>pro</strong>ductive purposes. This posed a real<br />

<strong>pro</strong>blem both <strong>for</strong> LK and <strong>the</strong> landowners, particularly <strong>in</strong> <strong>pro</strong>tect<strong>in</strong>g <strong>the</strong>se areas aga<strong>in</strong>st<br />

<strong>environmental</strong>ly damag<strong>in</strong>g activities such as small-scale logg<strong>in</strong>g, slash-and-burn farm<strong>in</strong>g,<br />

illegal encroachment, and carabao graz<strong>in</strong>g.<br />

In response to this situation, LK came up with a plan that required an agreement with <strong>the</strong><br />

landowners to establish boundaries around <strong>the</strong>ir lots by plant<strong>in</strong>g trees, 24 which could serve as<br />

communal fences. They identified <strong>the</strong> landowners and have ap<strong>pro</strong>ached some of <strong>the</strong>m<br />

<strong>in</strong>dividually. Funds <strong>for</strong> <strong>the</strong> seedl<strong>in</strong>gs and monitor<strong>in</strong>g activities were ei<strong>the</strong>r <strong>pro</strong>vided by LK<br />

members <strong>the</strong>mselves or from donations from local government, thus <strong>the</strong> landowners did not<br />

have to spend <strong>for</strong> <strong>the</strong> <strong>pro</strong>gramme. The boundaries fur<strong>the</strong>r served <strong>the</strong> latter’s <strong>in</strong>terests because,<br />

be<strong>for</strong>e <strong>the</strong> <strong>pro</strong>gramme, <strong>the</strong>re was no systematic method of del<strong>in</strong>eat<strong>in</strong>g <strong>the</strong>ir land, except <strong>for</strong><br />

what is termed as ‘liv<strong>in</strong>g boundaries’, i.e. <strong>the</strong> exist<strong>in</strong>g trees, which were few and far between<br />

and served as boundaries. The LK-planted trees were closer to each o<strong>the</strong>r, and uni<strong>for</strong>mly<br />

planted so that <strong>the</strong> boundaries were obvious. The trees were also part of an agro<strong>for</strong>estry<br />

scheme, part of <strong>the</strong> <strong>pro</strong>ceeds of which went to <strong>the</strong> landowners. F<strong>in</strong>ally, because LK<br />

conducted periodic monitor<strong>in</strong>g, <strong>the</strong> boundaries were able to serve as deterrents aga<strong>in</strong>st illegal<br />

migrants from neighbour<strong>in</strong>g areas.<br />

To get <strong>the</strong> upland residents to participate <strong>in</strong> <strong>the</strong> <strong>pro</strong>gramme, <strong>the</strong> trees were pruned vertically<br />

and <strong>the</strong> branches served both as fuelwood <strong>for</strong> <strong>the</strong> residents and as erosion-control devices.<br />

The agro<strong>for</strong>estry scheme also <strong>pro</strong>vided alternative livelihood opportunities to <strong>the</strong> residents.<br />

For <strong>the</strong> carabao grazers, LK was able to get <strong>the</strong>ir participation <strong>in</strong> <strong>the</strong> scheme – both <strong>the</strong> labour<br />

of <strong>the</strong> beasts and <strong>the</strong>ir owners. In exchange <strong>for</strong> <strong>the</strong>se, <strong>the</strong> LK <strong>pro</strong>mised not to report <strong>the</strong>m to<br />

<strong>the</strong> municipal government <strong>for</strong> violat<strong>in</strong>g an exist<strong>in</strong>g ord<strong>in</strong>ance prevent<strong>in</strong>g carabao graz<strong>in</strong>g <strong>in</strong><br />

<strong>the</strong> upland areas. 25<br />

Meanwhile, <strong>the</strong> municipal local government of Pangil has been very supportive of <strong>the</strong><br />

<strong>pro</strong>gramme, ma<strong>in</strong>ly because LK took care of <strong>the</strong> monitor<strong>in</strong>g and en<strong>for</strong>cement components of<br />

<strong>the</strong>ir ord<strong>in</strong>ance, activities which <strong>the</strong> municipal LGU itself should be conduct<strong>in</strong>g. In fact, part<br />

of <strong>the</strong> penalty system of <strong>the</strong> LGU is to have those who commit certa<strong>in</strong> crimes pay by<br />

participat<strong>in</strong>g <strong>in</strong> tree-plant<strong>in</strong>g activities of LK. Hence, <strong>the</strong> LK turned out to be <strong>the</strong> de facto<br />

management body of <strong>the</strong> watershed of Balian. The municipal LGU has recognised this <strong>in</strong><br />

periodic discussions and meet<strong>in</strong>gs regard<strong>in</strong>g <strong>the</strong> watershed, and has consistently awarded LK<br />

annually with trophies <strong>in</strong> recognition of <strong>the</strong>ir watershed-<strong>pro</strong>tection activities. The LK is still<br />

work<strong>in</strong>g on a municipal resolution to be passed, stat<strong>in</strong>g that LK is <strong>the</strong> designated body<br />

assigned to <strong>pro</strong>tect <strong>the</strong> Balian watershed. This will streng<strong>the</strong>n <strong>the</strong>ir role as <strong>the</strong> managers of<br />

<strong>the</strong> watershed, and give <strong>the</strong>m legal teeth <strong>in</strong> conduct<strong>in</strong>g <strong>the</strong>ir <strong>pro</strong>grammes and <strong>pro</strong>jects.<br />

<strong>environmental</strong>ly damag<strong>in</strong>g effects of carabao graz<strong>in</strong>g such as soil erosion. There is no exception to this ord<strong>in</strong>ance, even if<br />

private landowners agree to carabao graz<strong>in</strong>g with<strong>in</strong> <strong>the</strong>ir lands.<br />
