Pangil. A company <strong>the</strong>re was issued a Timber License Agreement (TLA) <strong>in</strong> January 1961 by<br />

<strong>the</strong> Philipp<strong>in</strong>e government, which allowed it to cut timber <strong>in</strong> Pangil, as well as <strong>in</strong> four o<strong>the</strong>r<br />

municipalities <strong>in</strong> Laguna <strong>pro</strong>v<strong>in</strong>ce, and three municipalities <strong>in</strong> Quezon <strong>pro</strong>v<strong>in</strong>ce. The TLA<br />

should have expired <strong>in</strong> 1983, but was suspended <strong>in</strong> 1978 when martial law was still <strong>in</strong> place.<br />

The company got <strong>the</strong> suspension lifted <strong>in</strong> 1985, and cont<strong>in</strong>ued to operate <strong>in</strong> <strong>the</strong> area until its<br />

permit expired <strong>in</strong> 1986. It applied <strong>for</strong> an extension, however, this did not <strong>in</strong>clude Pangil<br />

anymore, but ra<strong>the</strong>r was limited to two municipalities <strong>in</strong> Quezon <strong>pro</strong>v<strong>in</strong>ce.<br />

After <strong>the</strong> logg<strong>in</strong>g concession denuded <strong>the</strong> <strong>for</strong>est of hardwood trees, small-scale loggers and<br />

charcoal-makers cont<strong>in</strong>ued cutt<strong>in</strong>g of secondary-growth trees. Slash-and-burn farmers<br />

likewise encroached <strong>in</strong>to <strong>the</strong> area through <strong>the</strong> years. Carabao grazers grew <strong>in</strong> number,<br />

contribut<strong>in</strong>g to soil erosion and siltation. All of <strong>the</strong>se contributed to <strong>the</strong> denudation of <strong>the</strong><br />

Balian watershed.<br />

There was noth<strong>in</strong>g <strong>in</strong> <strong>the</strong> literature that suggested that <strong>the</strong> organisation <strong>pro</strong>tested <strong>the</strong> presence<br />

of <strong>the</strong> logg<strong>in</strong>g concessionaire <strong>in</strong> <strong>the</strong>ir area. Most <strong>pro</strong>bably, this was because dur<strong>in</strong>g that time,<br />

water supply was constant and water quality did not deteriorate. Dur<strong>in</strong>g <strong>the</strong> late 1980s,<br />

however, local residents started notic<strong>in</strong>g that <strong>the</strong> water was less abundant. Whereas be<strong>for</strong>e<br />

this period, water had flowed cont<strong>in</strong>uously <strong>for</strong> 24 hours a day, <strong>the</strong>y started notic<strong>in</strong>g that water<br />

would not be available dur<strong>in</strong>g certa<strong>in</strong> times of <strong>the</strong> day, particularly dur<strong>in</strong>g <strong>the</strong> summer<br />

months. Fur<strong>the</strong>rmore, dur<strong>in</strong>g <strong>the</strong> ra<strong>in</strong>y season, <strong>the</strong> Dakil River, located <strong>in</strong> <strong>the</strong> lower portion of<br />

Balian, began to flood more often, and floodwaters were muddier than be<strong>for</strong>e. Landslides<br />

started to occur, and <strong>the</strong> climate was not as cool as be<strong>for</strong>e <strong>the</strong> time that <strong>the</strong> watershed began<br />

to lose its trees. F<strong>in</strong>ally, <strong>the</strong> waterfalls <strong>in</strong> <strong>the</strong> area were not as large as <strong>the</strong>y had been<br />

previously.<br />

Thus, <strong>in</strong> <strong>the</strong> late 1980s <strong>the</strong>re was a resurgence of <strong>in</strong>itiative among <strong>the</strong> SBPTI members.<br />

Along with some local and national government officials, SBPTI started discuss<strong>in</strong>g how <strong>the</strong>y<br />

could solve <strong>the</strong>ir dw<strong>in</strong>dl<strong>in</strong>g water-supply <strong>pro</strong>blem. They <strong>the</strong>n took matters <strong>in</strong>to <strong>the</strong>ir own<br />

hands and passed a resolution ask<strong>in</strong>g <strong>the</strong> municipal government to declare a 50-metre radius<br />

from all water sources as <strong>pro</strong>tected. DENR went fur<strong>the</strong>r and suggested that <strong>the</strong>y <strong>in</strong>crease <strong>the</strong><br />

boundary to a 100m radius around <strong>the</strong> water source. The <strong>pro</strong>v<strong>in</strong>cial government f<strong>in</strong>ally<br />

declared a 100m radius around all water sources as <strong>pro</strong>tected (see Appendix E). 22<br />

Soon after <strong>the</strong> declaration of <strong>the</strong> <strong>pro</strong>tected area, <strong>the</strong> residents discovered that SBPTI had no<br />

mandate to <strong>pro</strong>tect <strong>the</strong> watershed. The remit <strong>for</strong> <strong>the</strong> organisation was only <strong>the</strong> management of<br />

<strong>the</strong> water system of its residents. Upon consultations with all stakeholders <strong>in</strong>volved, <strong>the</strong>y<br />

decided to <strong>for</strong>m an umbrella group that could work <strong>for</strong> an extended mandate. It was later<br />

called L<strong>in</strong>gap Kalikasan (LK), or Care <strong>for</strong> Nature. LK developed a conservation plan which<br />

led to re<strong>for</strong>estation activities <strong>in</strong> <strong>the</strong> area.<br />

3.2.3 Current operations<br />

Protection activities <strong>for</strong> water sources<br />

A major activity of LK is to look <strong>for</strong> water sources with<strong>in</strong> <strong>the</strong> watershed that can be<br />

connected to <strong>the</strong>ir water-supply system. In addition to <strong>the</strong> exist<strong>in</strong>g source which was<br />

discovered as long ago as 1925 when SBPTI was founded, <strong>the</strong>y were able to identify an<br />

additional source, which was automatically covered with<strong>in</strong> <strong>the</strong> municipal ord<strong>in</strong>ance<br />
