5 Proposals <strong>for</strong> fur<strong>the</strong>r research<br />

The Philipp<strong>in</strong>e case studies presented and <strong>the</strong> review of exist<strong>in</strong>g <strong>in</strong>itiatives <strong>for</strong> MES<br />

development illustrate a certa<strong>in</strong> dynamism that <strong>pro</strong>mises <strong>the</strong> achievement of conservation<br />

objectives <strong>in</strong> that country. There is enough room <strong>in</strong> <strong>the</strong> exist<strong>in</strong>g legal and policy framework<br />

<strong>for</strong> <strong>the</strong> creation and implementation of economic <strong>in</strong>struments. Institutional mechanisms<br />

likewise exist, albeit at vary<strong>in</strong>g levels of efficiency. Yet much rema<strong>in</strong>s to be done <strong>for</strong> MES<br />

development to create a significant impact on <strong>the</strong> Philipp<strong>in</strong>e <strong>environmental</strong> sector. The<br />

follow<strong>in</strong>g are recommendations <strong>for</strong> fur<strong>the</strong>r work.<br />

With respect to <strong>the</strong> IPAF, economic valuation studies need to be replicated <strong>in</strong> o<strong>the</strong>r parts of<br />

<strong>the</strong> country. There are numerous <strong>pro</strong>tected areas listed on paper, but because of various<br />

implementation <strong>pro</strong>blems such as lack of f<strong>in</strong>ancial susta<strong>in</strong>ability, some <strong>markets</strong> cannot seem<br />

to take off. One case study that can be replicated is <strong>the</strong> imposition of watershed-<strong>pro</strong>tection<br />

fees on a m<strong>in</strong>eral water company benefit<strong>in</strong>g from such <strong>pro</strong>tection, even if <strong>the</strong> company is<br />

located outside <strong>the</strong> <strong>pro</strong>tected area. Fur<strong>the</strong>rmore, although most revenue-generat<strong>in</strong>g PAs have<br />

only started to disburse <strong>the</strong>ir funds, early <strong>in</strong>terventions – <strong>for</strong> example establish<strong>in</strong>g a <strong>pro</strong>per<br />

monitor<strong>in</strong>g system with<strong>in</strong> <strong>the</strong> PAWB-DENR – can ensure that such funds are used <strong>for</strong><br />

<strong>pro</strong>grammes that can serve as payments to local communities <strong>for</strong> cont<strong>in</strong>uous <strong>pro</strong>vision of<br />

<strong>environmental</strong> <strong>services</strong>. F<strong>in</strong>ally, assistance can be <strong>pro</strong>vided <strong>in</strong> sett<strong>in</strong>g up some sort of a<br />

‘payment scheme’ <strong>for</strong> local communities, particularly <strong>in</strong> areas where revenues have been<br />

generated.<br />

The Balian case study can also be extended so that assistance is <strong>pro</strong>vided <strong>in</strong> secur<strong>in</strong>g <strong>the</strong><br />

necessary rights over <strong>the</strong>ir water supply. Various <strong>for</strong>ms of trad<strong>in</strong>g such rights can ensue,<br />

which will necessitate a cost-benefit analysis of <strong>the</strong> various options open to <strong>the</strong> community.<br />

Numerous lessons were learned from <strong>the</strong> Balian experience, which could be transferred to<br />

o<strong>the</strong>r areas where community-based organisations are present. Such organisations need not be<br />

currently active <strong>in</strong> watershed-<strong>pro</strong>tection ef<strong>for</strong>ts, but <strong>the</strong>re should be an <strong>in</strong>terest <strong>in</strong> pursu<strong>in</strong>g<br />

such objectives.<br />

The implementation of <strong>the</strong> DOE Fund <strong>for</strong> Watershed Rehabilitation could be expedited and<br />

designed to be more efficient. Intervention can be done on both levels – at <strong>the</strong> DOE and at<br />

local level by <strong>pro</strong>vid<strong>in</strong>g advice and technical guidance on secur<strong>in</strong>g <strong>the</strong>ir share <strong>for</strong><br />

<strong>environmental</strong>-enhancement <strong>pro</strong>jects. Even areas that have had <strong>environmental</strong> enhancement<br />

<strong>pro</strong>jects ap<strong>pro</strong>ved can be assisted <strong>in</strong> implement<strong>in</strong>g <strong>the</strong>ir <strong>pro</strong>posals.<br />

F<strong>in</strong>ally, <strong>for</strong> fur<strong>the</strong>r development of <strong>markets</strong> <strong>in</strong> watershed <strong>pro</strong>tection, studies on raw water<br />

pric<strong>in</strong>g can be <strong>in</strong>itiated. 59 Groundwater depletion must be addressed, one possibility be<strong>in</strong>g <strong>the</strong><br />

<strong>in</strong>stitution of a user-fee policy based on <strong>the</strong> depletion cost of groundwater, added to <strong>the</strong> cost<br />

<strong>in</strong>curred by private well owners. This can contribute to groundwater conservation. In <strong>the</strong><br />

event that <strong>the</strong> reduction <strong>in</strong> <strong>the</strong> volume of groundwater extraction still exceeds susta<strong>in</strong>able<br />

recharge rates, it will be necessary to determ<strong>in</strong>e and allocate <strong>the</strong> safe yield volume among<br />

exist<strong>in</strong>g users. This <strong>in</strong> turn will call <strong>for</strong> <strong>the</strong> establishment of a system <strong>for</strong> monitor<strong>in</strong>g and<br />

meter<strong>in</strong>g groundwater use and <strong>the</strong> effective en<strong>for</strong>cement of a penalty system. To pave <strong>the</strong><br />

way <strong>for</strong> a market <strong>for</strong> groundwater rights, <strong>the</strong> extent of private rights with<strong>in</strong> <strong>the</strong> public doma<strong>in</strong><br />

will have to be redef<strong>in</strong>ed.<br />
