placed some boundary markers <strong>in</strong> <strong>the</strong> middle of ricefields, some of which are be<strong>in</strong>g tilled by<br />

SBPTI members. The LLDA has fur<strong>the</strong>r drafted development plans that will affect around 66<br />

per cent of agricultural areas <strong>in</strong> Balian, most of whose farmers are members of <strong>the</strong> SBPTI.<br />

Meanwhile, <strong>the</strong>se farmers are us<strong>in</strong>g watershed water <strong>for</strong> irrigation purposes, through <strong>the</strong><br />

construction of man-made canals. Water from <strong>the</strong> river system is diverted from <strong>the</strong> ma<strong>in</strong><br />

canal that goes to <strong>the</strong> lake. Every six months, <strong>the</strong>se farmers are required to ma<strong>in</strong>ta<strong>in</strong> <strong>the</strong>ir<br />

irrigation canals <strong>the</strong>mselves. Although <strong>the</strong> identified <strong>pro</strong>tected areas <strong>for</strong> <strong>the</strong> water sources of<br />

Balian do not overlap with <strong>the</strong> LLDA jurisdictional area, <strong>the</strong>re is still some concern among<br />

<strong>the</strong> SBPTI members because <strong>the</strong>y consider <strong>the</strong>se affected farmlands as part of <strong>the</strong>ir<br />

watershed. The organisation is currently work<strong>in</strong>g on mark<strong>in</strong>g <strong>the</strong> boundaries of <strong>the</strong>ir<br />

watershed and will consequently have to negotiate with LLDA on how to resolve border<br />

conflicts.<br />

The National Power Corporation (NPC) had expressed <strong>in</strong>terest <strong>in</strong> build<strong>in</strong>g a dam <strong>for</strong> a hydroelectric<br />

power plant <strong>pro</strong>ject <strong>in</strong> <strong>the</strong> area. It was supposed to tap <strong>in</strong>to some of Balian’s water<br />

sources, and some barangays were go<strong>in</strong>g to be ‘flushed out’ or flooded. This did not get<br />

ap<strong>pro</strong>ved, however, because when <strong>the</strong> residents demanded that <strong>the</strong> social-amelioration<br />

package be based on present and future agricultural earn<strong>in</strong>gs of areas to be flooded, <strong>the</strong><br />

government decided to back out.<br />

Ano<strong>the</strong>r issue <strong>the</strong> LK has had to contend with is <strong>the</strong> presence of <strong>the</strong> New People’s Army<br />

(NPA), <strong>the</strong> armed component of <strong>the</strong> Communist Party of <strong>the</strong> Philipp<strong>in</strong>es. The NPA has been<br />

wag<strong>in</strong>g its own revolutionary struggle <strong>in</strong> <strong>the</strong> country <strong>for</strong> <strong>the</strong> past four decades. Pangil,<br />

Laguna is one of <strong>the</strong> areas <strong>the</strong>y operate <strong>in</strong>. For years, <strong>the</strong>y have been try<strong>in</strong>g to recruit<br />

members from <strong>the</strong> LK to <strong>in</strong>crease <strong>the</strong>ir membership. However, <strong>the</strong> LK refuses to make it<br />

<strong>the</strong>ir policy to <strong>pro</strong>vide <strong>the</strong>m members, and has always left it to <strong>the</strong> <strong>in</strong>dividual members to jo<strong>in</strong><br />

if <strong>the</strong>y wish to. Because of this, <strong>the</strong> NPA has tried to sabotage <strong>the</strong> activities of <strong>the</strong> LK, and<br />

has been conv<strong>in</strong>c<strong>in</strong>g upland residents not to support <strong>the</strong> LK’s <strong>pro</strong>grammes and <strong>pro</strong>jects.<br />

Fortunately, <strong>the</strong> LK has its track record to speak <strong>for</strong> itself, and so far, most upland residents<br />

have been supportive of its activities <strong>for</strong> <strong>the</strong> watershed.<br />

3.2.5 Potential <strong>for</strong> develop<strong>in</strong>g <strong>markets</strong> <strong>for</strong> watershed <strong>pro</strong>tection service<br />

The events that have transpired through <strong>the</strong> years show that resource-use conflicts <strong>in</strong> <strong>the</strong><br />

Balian watershed have posed threats to <strong>the</strong> susta<strong>in</strong>ability of <strong>the</strong> watershed. As economic<br />

<strong>the</strong>ory puts it, resource-use conflict can be m<strong>in</strong>imised through <strong>the</strong> play of market <strong>for</strong>ces and<br />

pric<strong>in</strong>g mechanisms. Although <strong>the</strong>re is no ‘f<strong>in</strong>ancial exchange’ to speak of yet, <strong>the</strong>re is a<br />

quasi-market exist<strong>in</strong>g, to <strong>the</strong> extent that landowners upstream have negotiated with <strong>the</strong> LK to<br />

adopt im<strong>pro</strong>ved land-management practices. In return, <strong>the</strong>ir land is <strong>pro</strong>tected from migrants<br />

and illegal economic activities. The <strong>pro</strong>vision of alternative livelihood schemes has likewise<br />

taken place through <strong>the</strong> agro<strong>for</strong>estry scheme of <strong>the</strong> LK, <strong>the</strong> economic benefits from which are<br />

shared between <strong>the</strong> landowners and residents.<br />

There is room <strong>for</strong> this market to develop fur<strong>the</strong>r. If <strong>the</strong> private landowner with <strong>the</strong> spr<strong>in</strong>g<br />

source decides to lease this land to <strong>the</strong> Taiwanese m<strong>in</strong>eral water company, <strong>the</strong>n <strong>the</strong> value of<br />

watershed-<strong>pro</strong>tection <strong>services</strong> could be charged by <strong>the</strong> LK to <strong>the</strong> company, once <strong>the</strong>y are<br />

legally mandated to ma<strong>in</strong>ta<strong>in</strong> and rehabilitate <strong>the</strong> watershed. The owner could likewise<br />

<strong>in</strong>ternalise <strong>the</strong> cost <strong>in</strong> <strong>the</strong> rent, but this can be passed on to whomever is ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g <strong>the</strong><br />

watershed. The LK can agree with <strong>the</strong> landowner on this issue. It is critical, though, that <strong>the</strong><br />

community ga<strong>in</strong>s <strong>for</strong>mal rights to <strong>the</strong> use of water <strong>in</strong> <strong>the</strong> natural spr<strong>in</strong>g source. This will<br />

streng<strong>the</strong>n <strong>the</strong>ir management of <strong>the</strong>ir water supply even if <strong>the</strong>y do not own <strong>the</strong> land where <strong>the</strong><br />
