group representative, <strong>the</strong> mayor of Dau<strong>in</strong>, <strong>the</strong> barangay capta<strong>in</strong> of Apo Island, <strong>the</strong> PA<br />

Super<strong>in</strong>tendent, and <strong>the</strong> PAMB collection officer were each <strong>in</strong>terviewed regard<strong>in</strong>g <strong>the</strong><br />

economic and ecological impacts of PA management on <strong>the</strong> island and its residents.<br />

Appendix H 40 conta<strong>in</strong>s a matrix of guide questions used, and <strong>the</strong> relevant set of respondents<br />

<strong>for</strong> each question. Meanwhile, Appendix C-1 41 shows <strong>the</strong> <strong>in</strong>terview schedule conducted on<br />

<strong>the</strong> island.<br />

Households were randomly selected on <strong>the</strong> island. The survey covered both male and female<br />

respondents, to make an adequate representation with respect to gender. Fur<strong>the</strong>rmore, males<br />

were usually <strong>the</strong> ma<strong>in</strong> <strong>in</strong>come earners <strong>in</strong> <strong>the</strong> household, while females usually worked <strong>in</strong> <strong>the</strong><br />

home. The mayor and <strong>the</strong> PG representative were members of <strong>the</strong> <strong>for</strong>mer management body<br />

of <strong>the</strong> PA prior to its be<strong>in</strong>g declared as a NIPAS site. The NGO, barangay capta<strong>in</strong> and <strong>the</strong><br />

PAMB officials represented <strong>the</strong> present management body of <strong>the</strong> PA. For purposes of tally<strong>in</strong>g<br />

<strong>the</strong> survey results, <strong>the</strong> PAMB super<strong>in</strong>tendent and collection officer were considered as only<br />

one vote. They gave exactly <strong>the</strong> same answers to <strong>the</strong> survey questions, and <strong>the</strong>y represented<br />

<strong>the</strong> same office, both com<strong>in</strong>g from <strong>the</strong> Department of Environment and Natural Resources<br />

(DENR) Region VII office.<br />

From <strong>the</strong> questions and survey responses, <strong>the</strong> follow<strong>in</strong>g <strong>in</strong>dicators were derived:<br />

Institutional/<strong>pro</strong>cess <strong>in</strong>dicators:<br />

• Proper consultation with, and ap<strong>pro</strong>val sought from <strong>the</strong> community on: implementation of<br />

<strong>the</strong> economic <strong>in</strong>strument (EI) revenue disbursements, i.e. <strong>pro</strong>grammes and <strong>pro</strong>jects change<br />

<strong>in</strong> PA management from MMC to PAMB.<br />

• Transparency with respect to: hir<strong>in</strong>g <strong>for</strong> employment opportunities created by <strong>the</strong> EI<br />

amount of revenues collected; effective en<strong>for</strong>cement of PA laws and regulations; fair<br />

representation of all stakeholders <strong>in</strong> <strong>the</strong> PAMB.<br />

Impact <strong>in</strong>dicators – economic:<br />

• employment generated;<br />

• <strong>in</strong>crease <strong>in</strong> <strong>in</strong>comes;<br />

• <strong>in</strong>crease <strong>in</strong> revenues <strong>for</strong> government <strong>pro</strong>gramme;<br />

• <strong>in</strong>crease <strong>in</strong> <strong>the</strong> number of community development <strong>pro</strong>grammes;<br />

• <strong>in</strong>crease <strong>in</strong> <strong>the</strong> number of <strong>environmental</strong> <strong>pro</strong>grammes<br />

• <strong>in</strong>crease <strong>in</strong> population due to <strong>in</strong>-migration;<br />

• change <strong>in</strong> local exports;<br />

• change <strong>in</strong> local imports; and<br />

• <strong>in</strong>creased fish catch.<br />

Impact <strong>in</strong>dicators – social and biophysical:<br />

• coral reef enhancement/ <strong>in</strong>crease <strong>in</strong> fish yield;<br />

• cultural traditions preserved; and<br />

• conservation practices adopted.<br />

Results of <strong>the</strong> survey are summarised <strong>in</strong> Table 4.4. On <strong>the</strong> one hand, as far as <strong>the</strong> <strong>pro</strong>cess<br />

<strong>in</strong>dicators are concerned, key <strong>in</strong><strong>for</strong>mants seem to be dissatisfied with how PAMB is handl<strong>in</strong>g<br />
