1 Role of the Core Strategy1.1 Purpose of this document1.1.1 This document is the Council's proposed submission Core Strategypublished in accordance with Regulation 19 of the Town and CountryPlanning (Local Planning) (England) Regulations 2012. It is accompanied byproposed changes to the Local Plan First Review (1994) Proposals Map.These are shown in Appendix 1. This will now be known as a Policies Mapdue to changes in the regulations. A final Policies Map will be published whenthe Core Strategy is adopted. This Core Strategy is accompanied by aSustainability Appraisal/Strategic Environmental Assessment and a HabitatsRegulation Assessment. These documents have been placed on deposit forpublic inspection and the Core Strategy is available for representations to bemade in advance of submission to the Secretary of State and publicexamination.1.2 What is the Core Strategy?1.2.1 The Local Plan is part of the Government's planning system, introducedby the Planning and Compulsory Purchase Act 2004 (as amended). The LocalPlan will consist of a collection of local development documents includingDevelopment Plan Documents (DPDs) and Supplementary PlanningDocuments (SPDs). In Gravesham Borough, the Local Plan will consist of theCore Strategy (this document) and a Site Allocations and DevelopmentManagement DPD which is to be produced in the future. In addition, theCouncil is considering a Joint DPD in respect of Travellers and a number ofSupplementary Planning documents.1.2.2 The Council will also consider whether to develop a CommunityInfrastructure Levy (CIL) under Part 11 of the Planning Act 2008. The purposeof CIL is to ensure that the costs of providing infrastructure to support thedevelopment of an area can be funded (wholly or partly) by levying a chargeon the owners or developers of land when development takes place.3
