106Articles V, VI, and VII <strong>of</strong> the Agreement to Promote Compliance with <strong>International</strong>Conservation and Management Measures by Fishing Vessels on the High Seas,Annex I, Standard Requirements for the Collection and Sharing <strong>of</strong> Data <strong>of</strong> theAgreement for the <strong>Implementation</strong> <strong>of</strong> the United Nations Convention on the Law <strong>of</strong>the Sea <strong>of</strong> 10 December 1982 relating to the Conservation and Management <strong>of</strong>Straddling Fish Stocks and Highly Migratory Fish Stocks, andArticle 24 <strong>of</strong> the <strong>International</strong> Plan <strong>of</strong> Action to Prevent, Deter and Eliminate IllegalUnregulated and Unreported Fishing.The country participants in the <strong>International</strong> Conference on Monitoring, Control andFishing Surveillance (Santiago, Chile, 25 and 26 January 2000) indicate theirintention to create an international network for the coordination <strong>of</strong> fisheries-relatedenforcement.1. DEFINITIONThe <strong>International</strong> <strong>MCS</strong> <strong>Network</strong> is an arrangement <strong>of</strong> nationalorganizations/institutions in charge <strong>of</strong> fisheries-related <strong>MCS</strong> activities,which have been authorized by their countries, to coordinate and cooperatein order to prevent, deter and eliminate Illegal, Unreported and Unregulated(<strong>IUU</strong>) fishing.2. OBJECTIVES AND FUNCTIONS2.1 The objectives <strong>of</strong> the <strong>International</strong> <strong>MCS</strong> <strong>Network</strong> are to improve theefficiency and effectiveness <strong>of</strong> fisheries-related <strong>MCS</strong> activities throughenhanced cooperation, coordination, information collection and exchangeamong national organizations/institutions responsible for fisheries-related<strong>MCS</strong>.2.2 States shall achieve these objectives through the following functions:a) identifying their national organizations/institutions responsible forfisheries-related <strong>MCS</strong>, and the primary contact person who shallact as the main national coordinator for the purposes <strong>of</strong> thisnetwork;b) collecting and providing timely and accurate <strong>MCS</strong> information toother parties to the arrangement;
