10.3 Suggested Format for Reports to FAO on <strong>Implementation</strong>72As provided in paragraph 87 <strong>of</strong> the <strong>IPOA</strong>-<strong>IUU</strong>, States and RFMOsshould report to FAO on their progress in implementing the <strong>IPOA</strong>-<strong>IUU</strong> and theirrespective NPOAs as part <strong>of</strong> their biennial reporting to FAO on the Code <strong>of</strong>Conduct. FAO, in turn, will publish these reports in a timely manner.As with the NPOAs, each State and RFMO is free to organize thesereports in whatever way corresponds best to its particular situation. However,analysis <strong>of</strong> these reports would be facilitated if they followed the outline <strong>of</strong> the<strong>IPOA</strong>-<strong>IUU</strong>, using headings such as “All State Responsibilities,” “Flag StateResponsibilities,” “Coastal State Measures,” etc., along the lines <strong>of</strong> the outlinesuggested above for NPOAs.11. CHECKLIST OF RECOMMENDED ACTIONSAll StatesAll States that have not yet done so should become party to the 1982 UNConvention, the 1993 FAO Compliance Agreement and the 1995 UN FishStocks Agreement.All States should fully implement the Code <strong>of</strong> Conduct and its related<strong>International</strong> Plans <strong>of</strong> Action.All States whose vessels participate in fisheries regulated by RFMOs shouldeither become members <strong>of</strong> those RFMOs or, at a minimum, apply theconservation and management measures adopted by those RFMOs to theirown vessels or adopt measures consistent with those conservation andmanagement measures.All States should cooperate to establish new RFMOs as needed forcoordinated conservation and management <strong>of</strong> fish stocks.All States should develop national plans <strong>of</strong> action to prevent, deter andeliminate <strong>IUU</strong> fishing as envisioned in paragraph 25 <strong>of</strong> the <strong>IPOA</strong>-<strong>IUU</strong>.All States should undertake a thorough review <strong>of</strong> their existing laws,regulations and practices that may relate to <strong>IUU</strong> fishing.All States should make it a violation <strong>of</strong> their law for their nationals to violatethe fishery conservation and management laws <strong>of</strong> any other State or toundermine the effectiveness <strong>of</strong> conservation and management measuresadopted by a RFMO.
