51program, every imported southern bluefin tuna must be accompanied by astatistical document validated by the flag State <strong>of</strong> the harvesting vessel andcontaining information that is virtually identical to the information required byICCAT. However, CCSBT also requires that the time <strong>of</strong> capture must be notedon the document. Copies <strong>of</strong> all Southern Bluefin Tuna Statistical Documentsmust be sent to the Executive Secretary on a quarterly basis. The ExecutiveSecretary circulates and reports on the summary data collected on biannualbasis. 99In March 2000, the CCSBT also adopted a plan <strong>of</strong> action to identifynon-members with vessels engaging in fishing activities that diminishconservation and management for southern bluefin tuna, similar to one adoptedby ICCAT in 1994. Under the plan, CCSBT may require its members, consistentwith their international obligations, to prohibit imports <strong>of</strong> southern bluefin tunafrom identified non-members who fail to take corrective action. 100IOTC has adopted a statistical document program for bigeye tuna. By 1July 2002, or as soon as possible thereafter, IOTC members must require that allimports <strong>of</strong> bigeye tuna into their territories be accompanied by a statisticaldocument that is modelled on ICCAT’s statistical document for bluefin tuna.However, bigeye tuna caught by purse seine vessels and by pole and line (bait)vessels and are destined principally for canneries in the IOTC Convention Areaare not subject to this requirement. 101CCAMLR has recently adopted an innovative Catch DocumentationScheme for Patagonian toothfish and Antarctic toothfish (Dissostichus spp.),valuable resources that have been overexploited, particularly through high levels<strong>of</strong> <strong>IUU</strong> fishing.
