This document is a further commitment by all States to implement theCode <strong>of</strong> Conduct.III. OBJECTIVE AND PRINCIPLES8. The objective <strong>of</strong> the <strong>IPOA</strong> is to prevent, deter and eliminate <strong>IUU</strong>fishing by providing all States with comprehensive, effective and transparentmeasures by which to act, including through appropriate regional fisheriesmanagement organizations established in accordance with international law.9. The <strong>IPOA</strong> to prevent, deter and eliminate <strong>IUU</strong> fishing incorporates thefollowing principles and strategies. Due consideration should be given to thespecial requirements <strong>of</strong> developing countries in accordance with Article 5 <strong>of</strong> theCode <strong>of</strong> Conduct.9.1 Participation and coordination: To be fully effective, the <strong>IPOA</strong> shouldbe implemented by all States either directly, in cooperation with other States, orindirectly through relevant regional fisheries management organizations orthrough FAO and other appropriate international organizations. An importantelement in successful implementation will be close and effective coordinationand consultation, and the sharing <strong>of</strong> information to reduce the incidence <strong>of</strong> <strong>IUU</strong>fishing, among States and relevant regional and global organizations. The fullparticipation <strong>of</strong> stakeholders in combating <strong>IUU</strong> fishing, including industry,fishing communities, and non-governmental organizations, should beencouraged.9.2 Phased implementation: Measures to prevent, deter and eliminate <strong>IUU</strong>fishing should be based on the earliest possible phased implementation <strong>of</strong>national plans <strong>of</strong> action, and regional and global action in accordance with the<strong>IPOA</strong>.9.3 Comprehensive and integrated approach: Measures to prevent, deterand eliminate <strong>IUU</strong> fishing should address factors affecting all capture fisheries.In taking such an approach, States should embrace measures building on theprimary responsibility <strong>of</strong> the flag State and using all available jurisdiction inaccordance with international law, including port State measures, coastal Statemeasures, market-related measures and measures to ensure that nationals do notsupport or engage in <strong>IUU</strong> fishing. States are encouraged to use all thesemeasures, where appropriate, and to cooperate in order to ensure that measuresare applied in an integrated manner. The action plan should address alleconomic, social and environmental impacts <strong>of</strong> <strong>IUU</strong> fishing .
