vThe <strong>IPOA</strong>-<strong>IUU</strong> is voluntary. However, like the Code <strong>of</strong> Conduct, certain parts <strong>of</strong>the <strong>IPOA</strong>-<strong>IUU</strong> are based on relevant rules <strong>of</strong> international law, as reflected in the1982 United Nations Convention on the Law <strong>of</strong> the Sea and other pertinentinstruments. The <strong>IPOA</strong>-<strong>IUU</strong> also contains provisions that may be, or havealready been, given binding effect by means <strong>of</strong> other legal instruments, includingglobal, regional and subregional instruments.In short, these Guidelines review the measures to prevent, deter and eliminate<strong>IUU</strong> fishing that are contained in the <strong>IPOA</strong>-<strong>IUU</strong> and provide advice as to howthose measures may be best put into effect. The guidelines also provide adviceon the possible organization and content <strong>of</strong> national plans <strong>of</strong> action forimplementation <strong>of</strong> the <strong>IPOA</strong>-<strong>IUU</strong>, as well as suggestions for reporting to FAOon implementation <strong>of</strong> the <strong>IPOA</strong>-<strong>IUU</strong>.
