27FAO, in turn, will make available the compiled data, subject to any restrictionsimposed by a State with respect to the data it has submitted. In some situations,there may be advantages to the creation <strong>of</strong> records <strong>of</strong> fishing vessels on aregional basis. For a discussion <strong>of</strong> the Regional Register maintained by the FFA,see Section 5 <strong>of</strong> these guidelines (Coastal State measures).4.3 Authorization to FishThe next basic means by which a flag State can control its fishingvessels is to prohibit them from undertaking fishing activities except pursuant toexpress authorization issued by the flag State. By authorizing a vessel to fish, aflag State is in effect expressing its intent to exercise control over the fishingactivities <strong>of</strong> the vessel.
