In some situations,there may be advantages to the creation of records of fishing vessels on aregional basis. For a discussion of the Regional Register maintained by the FFA,see Section 5 of these guidelines (Coastal State measures).4.3 Authorization to FishThe next basic means by which a flag State can control its fishingvessels is to prohibit them from undertaking fishing activities except pursuant toexpress authorization issued by the flag State. By authorizing a vessel to fish, aflag State is in effect expressing its intent to exercise control over the fishingactivities of the vessel.
