MUNICIPALITY OF MONROEVILLEHOME RULE CHARTER2012 BUDGET AND FISCAL MATTERSFiscal YearThe fiscal year of the Municipality of Monroeville shall begin on the first day ofJanuary and end on the last day of December of each year unless changed byCouncilor by law.Submission of Budget and Budget MessageAt least forty-five (45) days prior to the beginning of each fiscal year, theManager shalt submit to the Council a proposed budget for the ensuing fiscalyear and an accompanying message.Budget MessageBudgetThe Manager's message shall explain the budget both in fiscal terms and interms of programs. It shall outline the proposed financial policies of theMunicipality for the ensuing fiscal year, describe the important features of thebudget, indicate any major changes from the current year in financial policies,expenditures and revenues, together with the reasons for such changes,summarize the Municipality's debt position, and include such other material asthe Manager deems desirable.The Budget shalt provide a complete financial plan of all municipal funds andactivities for the 13nsuing fiscal year and except as required by the Home RuleCharter, shall be in such form as the Manager deems desirable or the Councilmay require. In organizing the budget, the Manager shall utilize the mostfeasible combination of expenditure classification by fund, organization unit,program, purpose or activity, and object The budget shall contain, among otherthings, the following:• A general summary of its contents;• In detail, alt estimated income indicating the existing andproposed tax levies, as well as other assessments, fees andcharges;• All proposed expenditures, including debt service, for theensuing fiscal year;• The number of proposed employees in every job classification;• Comparative figures for actual and estimated income andexpenditures for the current fiscal year and actual income andexpenditures of the preceding fiscal year;·179·
