Controller.• Purchase New DVD/CD (6) Drawer duplicator.• Updating software bulletin board• Roland VR-5 portable digital editing system.• Daily updating bulletin board to keep residents informed of activities in the Municipality.• Provide video/digital documentation of accidents and fire scene investigations for policedepartment.• Purchase new portable sound system for outside events.BUDGET PREPARATlON OBJECTIVES)Each year the municipal staff is asked to provide its best assessment of what fundingallocations are necessary to adequately maintain services within Monroeville. In general, the annualbudget is created from a zero base as calculations are made to reflect the operating and capitalproject needs for the coming year by each department head. For 2012 the staff has made asignificant effort to present a plan that will enable the traditional services to be maintained, as wellas, to develop a capital improvements plan to address the infrastructure and other capital needs ofthe Municipality.The Municipality prepares budgets for six funds:FUNDS SUBJECT TO APPROPRIATlONGENERAL FUND- the General Fund is the General Operating Fund for the Municipality. It isused to account for all financial resources except those required to be accounted for inanother fund. The General Fund includes the funds for the payroll account.STATE LIQUID FUELS FUND- the State Liquid Fuels Fund is used to account for the receiptand expenditure of the Municipality's share of the proceeds for the state liquid fuels tax. Thefund is restricted for road related costs.CABLE TV FUND- 5 percent of revenues from the cable TV franchise fees are included in thisfund. These fees are used to construct, operate and maintain a cable TV system within theMunicipality and fund capital infr
