• The estimated annual cost of operating and maintaining thefacilities to be constructed or acquired;• The estimated annual amortization costs.(c)Publication and Council Action on Capital Program• Publication The Council shall publish the proposed CapitalProgram immediately upon its receipt from the Manager.• Public Hearings: The Council shall hold a minimum of one (1)public hearing on the proposed capital program, at which timeresidents of the Municipality may express their views on theproposed capital program. The public hearing shall be not lessthan twenty-one (21) days nor more than thirty (30) days afterthe date of publication• Method of Publication and Notice of Hearings: The Councilshall publish in one or more newspapers of general circulationin the Municipality, a general summary of the Capital Program,and a notice stating:1. The times and places where copies of asummary of the Capital Program are availableto the public and;2. The times and places where a complete copyof the Capital Program along withaccompanying maps, charts, reports, and otherdata are available for inspection by the publicand;3. The time and place of the required publichearing on the Capital Program and such otherpublic hearings as the Council may decide tohold.• Adoption: The Council, by resolution, shall adopt the CapitalProgram with or without amendment, after the public hearingand on or before the last day of the ninth (9th) month of thecurrent fiscal year.• The above information may be revised and extended each yearwith regard to capital improvements still pending or in theprocess of construction or acquisition. Council shall annuallyissue a public report on the status of the Capital Program, to begiven prior to the adoption of the annual budget.Independent AuditAppointment and Term: The Mayor with the advice and consent of Council shallappoint an independent auditor who shall be a certified public accountant or firm- 182 -
