• Proposed expenditures during the ensuing fiscal year. detailedby offices. departments and agencies. in terms of theirrespective work programs and the methods of financing suchexpenditures;• Proposed capital expenditures during the ensuing fiscal year,detailed by offices. departments and agencies when practicableand the proposed method of financing each such capitalexpenditure. The total of proposed expenditures shall notexceed the total of estimated income.Public RecordPublicationThe annual budget message. proposed budget and adopted budget shall be apublic record and shall be available for public inspection after submission andprior to adoption and after adoption during regular business hours.(a) The Council shall publish within a period of eight (8) days of receipt fromthe Municipal Manager. in one or more newspapers of general circulation in theMunicipality, a general summary of the budget and a notice that the proposedbudget is available for public view. also stating:• The times and places where copies of the budget and themessage are available to the public and;• The times and places of the required public hearings on thebudget and such other public hearings as the Council maydecide to hold.(b) Public Hearings: The Council shall hold a minimum of two (2) publichearings on the budget at which time residents of the Municipality may expresstheir views on the proposed budget. The first such hearing shall not be less thanfourteen (14) days nor more than twenty-one (21) days after the date ofpublication. The second public hearing shall not be less than seven (7) days normore than fourteen (14) days after the first hearing.Amendment of BudgetThe Council may amend the budget by ordinance during the fiscal year for whichthe budget was adopted; provided however, that such amendment shall notresult in expenditures exceeding the estimated income determined as of the timeof the amendment.Adoption of BudgetThe Council shall adopt the budget as presented if amended. by ordinance on orbefore the thirty-first (31 st) day of the twelfth (12th) month of the fiscal yearcurrently ending.
