MUNICIPALITY OF MONROEVILLE2012 BUDGETENGINEERINGREVENUE: Street Opening PermitsStreet opening permits are issued when it is necessary to make a cut into a Municipalstreet or right-of-way. This is designed to cover the cost of inspection and to ensure that thestreet is restored once the work has been completed. Tile charge per permit is $50 plusadditional charges for special itemsREVENUE: Grading PermitsGrading permits vary in price based on the amount of earth moved. The engineeringdepartment issues permits when grading takes place in <strong>Monroeville</strong>. These permits are $125for the first 5,000 yards plus $15 per each 1,000 yards thereafter. Small residential permitsare $50 fee plus $150 cleanup bond.Recommendation for 2012:No fees are recommended to be increased for 2012.·49·
2012 BUDGETINTEREST/FUND BALANCEREVENUE: Interest EarningsThe Municipality invests its cash in various interest-bearing instruments and accounts.These include regular savings accounts, cash consolidation investment accounts andcertificates of deposit. The amount earned each year fluctuates with the interest rate and theamount of cash available for investment. When interest rates are high, the Municipality enjoysfavorable interest rates but as the prime rate falls, so do the rates on investments. This yearrates have ranged from .25 to .75 percent depending on the amount and duration of theinvestment.Recommendation for 2012:In 2012, the budget should take into consideration the market for investments.OPEB INTERESTREVENUE: OPEB InterestDuring 2006, the Municipal Council authorized the investment of the Other PostEmployment Fund (OPEB). The 2012 Budget reflects reimbursement from the OPEB Fundinterest for retiree benefit payments made from the General Fund in the amount of $778,512.USE OF FUND BALANCE:During 2012, an estimated $734,654 will be utilized from the Municipality's fundbalance.·50·
