MUNICIPALITY OF MONROEVILLE2012 BUDGETFINANCE AND PERSONNELREVENUE: Public Utilities TaxThe Public Utility Realty Tax (PURTA) is a tax collected by the state on tax-exemptproperty owned by public utilities and distributed back to the Municipality in which the propertyis located. The funds may be used for general municipal purposes. The magnitude of the taxrebate is related to the Municipality real estate tax rate as well as the dollar value of real estatetaxes that are levied by the Municipality. Since the Municipality has no direct control over theamount of PURTA funds to be granted by the state, the actual value of PURTA in theimmediately proceeding year is used to set the next year's budget amount.Recommendation for 2012:In 2012, the Municipality should budget the receipt of $32,000 as its PURTA rebate.REVENUE: Real Estate Transfer TaxThe Allegheny County Recorder of Deeds through the sale of deed transfer stampscollects the realty or deed transfer tax at the time of a real estate sale. Of the 2.5 percent taxcollected on the value of the sale, 1 percent is distributed to the State. The remaining 1.5percent is levied by the Municipality (1 percent) and Gateway School District (.5 percent). Thetotal 1 percent tax levied by the Municipality has been made up of .5 percent authorized by Act511 and .5 percent authorized by Act 62.Recommendation for 2012:The realty transfer tax rate should be maintained at 1 percent for 2012.REVENUE: Regional Assets TaxThe Regional Assets Tax is an additional 1 percent sales tax imposed by the State ofPennsylvania under Act 77 of 1993. The estimate for 2012 collections is $630,000.Recommendation for 2012:In 2012, the Municipality should budget the receipt of $630,000 as its regional assetstax based on the amount received in 2012.REVENUE: No Lien Letter FeesNo-lien letters are prepared for home sales to verify whether there are unrecordedmunicipal liens recorded against a property in the Municipality. The charge is $30.Recommendation for 2012:The no lien letter fee should be maintained for 2012.- 37 -
