In general these pockets areto be found in the parts of the borough where there are old properties. The DecentHomes standard was brought in to ensure that all homes are insulated and havecentral heating; <strong>Dudley</strong> is set to meet the Decent Homes standard <strong>for</strong> its councilowned properties by 2011.<strong>15</strong>1
