segments or elements of production facilities, infrastructure, and settlements
(lifeline network mapping).
To include vulnerability in the determination of development potential and
strategy (for example, by identifying floodplains, landslide areas, incipient
desertification).

project identification.
Presence of hazards will affect the overall strategy. Hazard mitigation should
influence identification of sectoral projects, particularly agriculture and
