Lack of, or difficult, access to infrastructure facilities was a major problemand needs more planning and coordination between government and donoragencies to improve livelihood, education, health and other aspects ofwellbeing. Setting guidelines and monitoring and enforcing them areessential.There is much to be done in the restoration of livelihoods and improving thewellbeing of affected people in a holistic manner. The follow up survey, fielddiscussions and field observations reveal that there may be over-fishing insome areas due to the increased number of fishing vessels. Some with nointerest in fishing had received boats and then sold them. On the otherhand, a little less than half of genuine pre-tsunami boat owners were yet toreceive boats. Some received boats but could not use them as they had nonets or engines. Some boats received were of poor quality. There are noproper records of how donor allocations were utilised.These problems were due mainly to the lack of a well planned, coordinatedand integrated approach. This paper highlights the importance of havingsystematic and updated information on the fishery sector, which will enhancelong term policy making and targeting for development interventions. Thepaper points out the need of consistent and specific policies, and changes inthe existing systems to enhance coordination among all relevant institutionsand stakeholders to make development interventions achieve intendedobjectives.104
