The paper seeks to underst<strong>and</strong> the impact the STDP had on the livelihoodsof the affected people (APs), <strong>and</strong> aims to aid in drawing up policyrecommendations relevant to income restoration in similar instances ofdevelopment induced displacement <strong>and</strong> resettlement (DIDR).The paper covers three areas: 1) the STDP plans to assure livelihoodrestoration; 2) the impact of the STDP on livelihoods; <strong>and</strong> 3) key factorslinked to the recovery of livelihoods. In the final section it condenses whatwas learned to recommend policies that will be useful in other developmentinduced resettlement projects.2 MethodologyThe paper is based on the findings of <strong>CEPA</strong>’s Independent ExternalMonitoring (IEM) of the resettlement activities of the STDP. IEM wasconducted in four phases. The data presented in the paper is mostly drawnfrom phase 3, the intense data collection period.The monitoring was based on a 400 stratified r<strong>and</strong>om sample of the affectedpopulation. It was stratified according to the geographic location, torepresent all Divisional Secretariats <strong>and</strong> types of loss.The tools that were used in monitoring were primarily a combined questionnaireon quantitative <strong>and</strong> qualitative methods to capture both verification <strong>and</strong>impact objectives. Triangulation of data gathered at the household surveywas done with respective STDP regional officers to ensure accuracy ofinformation. Observations <strong>and</strong> photo documentation were also used to helpvisualise the change.3 Conceptual Frame: DIDR <strong>and</strong> Impacts on LivelihoodsDuring the last twenty years more that 20 million people worldwide havebeen compelled to move from their homes to make room for massivedevelopment projects. As a result, many guidelines were developed <strong>and</strong>studies were done with the aim of improving the impact of DIDR on theaffected people.This resulted in new ways of looking at the impact of resettlement on theaffected people.
