9 ConclusionsThe project has revised the scope of the resettlement component;incorporating the NIRP principles <strong>and</strong> developed <strong>and</strong> adopted a guidedconsultative <strong>and</strong> participatory development induced resettlement process.The new scope of the project has drastically changed the originalresettlement component <strong>and</strong> made the PAPs real beneficiaries <strong>and</strong> activepartners of the entire development process, setting an example forparticipatory guided consultative resettlement programs <strong>and</strong> creating awin-win situation for all stakeholders. The innovative pro-poor approach toinvoluntary resettlement has ensured the tenure rights of the poor living inslum <strong>and</strong> shanty settlements enhancing the physical <strong>and</strong> social quality of lifeof the poor.However, despite the fact that there has been an effective Social MarketingProgramme, undue delays caused by conventional <strong>and</strong> bureaucratic l<strong>and</strong>acquisition procedures, l<strong>and</strong> surveying <strong>and</strong> valuation processes hasadversely affected the smooth implementation of the resettlement process ofthe project creating unrest among PAPs.163
