every <strong>in</strong>terviewee as part of their heritage, that for which people fought, suffered anddied.In the same way that lisan and mo<strong>de</strong>rn law coexist separately, emanat<strong>in</strong>g as they dofrom separate worldviews and sources of power, the authority of mo<strong>de</strong>rn andtraditional lea<strong>de</strong>rs is also often expla<strong>in</strong>ed by local lea<strong>de</strong>rs as two separate spheres ofactivity. This was the case <strong>in</strong> both case study sites. In both Fatulia and A<strong>in</strong>aro, thenon-elected traditional liurai was well-respected and elected local lea<strong>de</strong>rs ma<strong>in</strong>ta<strong>in</strong>edclose relationships with them. However, while they were responsible for lisanfestivities, ceremonies and some dispute resolution, they were not regar<strong>de</strong>d as hold<strong>in</strong>gpolitical power. The liurai mut<strong>in</strong> 34 of A<strong>in</strong>aro was the exception, however, as he wasalso the subdistrict adm<strong>in</strong>istrator. As the liurai mut<strong>in</strong>/subdistrict adm<strong>in</strong>istrator ofA<strong>in</strong>aro expla<strong>in</strong>ed, he effectively filled two separate roles that he was responsible forma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g <strong>in</strong><strong>de</strong>pen<strong>de</strong>ntly of each other:I am here not as the liurai but as subdistrict adm<strong>in</strong>istrator… now <strong>Timor</strong> is <strong>in</strong> the eraof <strong>de</strong>mocracy so there aren't liurai. Now there is a new structure, the structure of<strong>in</strong><strong>de</strong>pen<strong>de</strong>nce… The liurai can be a representative, but to be responsible or <strong>in</strong> chargehe cannot anymore.Accord<strong>in</strong>g to this view, there is a strict division that must be ma<strong>in</strong>ta<strong>in</strong>ed—traditionallea<strong>de</strong>rs are important people who hold symbolic and spiritual power, while mo<strong>de</strong>rnlea<strong>de</strong>rs hold political power. Symbolic and spiritual authority is conferred via lisan;political authority is conferred via election. In or<strong>de</strong>r for traditional lea<strong>de</strong>rs to exercisepolitical power as the liurai mut<strong>in</strong>/subdistrict adm<strong>in</strong>istrator of A<strong>in</strong>aro does, they mustengage with the mo<strong>de</strong>rn state structures. Such explanations were common throughoutmy fieldwork <strong>in</strong> both Venilale and A<strong>in</strong>aro. As the xefe suku of A<strong>in</strong>aro expla<strong>in</strong>ed:In A<strong>in</strong>aro there were liurai s<strong>in</strong>ce a long time ago… they were important, accord<strong>in</strong>g tothe tradition and the culture <strong>in</strong> A<strong>in</strong>aro and it still exists. But now <strong>Timor</strong> is<strong>in</strong><strong>de</strong>pen<strong>de</strong>nt, the people still respect them but use the <strong>de</strong>mocratic system, with the34 Liurai mut<strong>in</strong>: liurai of the white tais. This is the liurai who is traditionally responsible for thepolitical aspects of rulership. His authority is balanced by the spiritual authority exercised by the liuraimetan (liurai of the black tais) who is traditionally responsible for ‘look<strong>in</strong>g after the rocks and thetrees’.115
