<strong>de</strong>mocracy, but when another person says someth<strong>in</strong>g different, they fight. If you go toa meet<strong>in</strong>g you can't just have one meet<strong>in</strong>g, they fight really a lot."As opposed to these quite divisive impacts of <strong>de</strong>mocratisation that lead to local<strong>in</strong>terpretations tend<strong>in</strong>g towards '<strong>de</strong>mocrazy', by recognis<strong>in</strong>g and engag<strong>in</strong>g with theevery<strong>da</strong>y politics of mutual recognition with<strong>in</strong> local politics, new possibilities openup for <strong>de</strong>epen<strong>in</strong>g <strong>de</strong>mocracy—for example through engag<strong>in</strong>g with the <strong>de</strong>mocraticelements of traditional <strong>in</strong>stitutions such as nahe biti boot. Other commentators havema<strong>de</strong> similar observations (Babo-Soares, 2004). This is not to suggest that these<strong>in</strong>stitutions hold all the requirements of a <strong>de</strong>mocracy. But as other commentators havealso argued, these conservative aspects of traditional <strong>in</strong>stitutions need to be activelyengaged for <strong>de</strong>mocratisation and human rights to be mean<strong>in</strong>gfully pursued with<strong>in</strong>communities (see for example Brown and Gusmão, 2009: 68). Develop<strong>in</strong>g policy tosupport such an approach is a fun<strong>da</strong>mentally political process, but one that is farremoved from the national politics of Dili-based elites. Rather, it requires tak<strong>in</strong>g localpolitics seriously, and learn<strong>in</strong>gs from the every<strong>da</strong>y politics of mutual recognition asthey are played out with<strong>in</strong> the suku of <strong>Timor</strong>-<strong>Leste</strong>. If one takes as a start<strong>in</strong>g pr<strong>in</strong>ciplethat traditional <strong>in</strong>stitutional structures are a<strong>da</strong>ptable, and that people engage withtraditional <strong>in</strong>stitutional structures because they are spiritually, ecologically,economically and politically relevant to them <strong>in</strong> meet<strong>in</strong>g communal needs, then newpossibilities open up <strong>in</strong> br<strong>in</strong>g<strong>in</strong>g the two worldviews closer together—and forconstruct<strong>in</strong>g a <strong>de</strong>mocracy that is mean<strong>in</strong>gful for those <strong>in</strong> the rural areas.Party Politics <strong>in</strong> <strong>Local</strong> <strong>Governance</strong>Just as engag<strong>in</strong>g with the politics of mutual recognition can <strong>in</strong>troduce newpossibilities for br<strong>in</strong>g<strong>in</strong>g together the different spheres of governance, so too should itconstra<strong>in</strong> other choices and possibilities. As has rightly been noted by manycommentators, the local governance environment should not be treated as a tabularasa onto which new <strong>in</strong>stitutions can be <strong>in</strong>troduced (Brown and Gusmão, 2009,Chopra and Hohe, 2004, Hohe, 2002a, Hohe, 2002b), and the operation of konsellu <strong>de</strong>suku and <strong>de</strong>mocratisation more broadly has resulted <strong>in</strong> some po<strong>in</strong>ts of serious conflictbetween mo<strong>de</strong>rn and traditional i<strong>de</strong>as of socio-political legitimacy, which have ten<strong>de</strong>dto <strong>in</strong>dicate a clash <strong>in</strong> un<strong>de</strong>rly<strong>in</strong>g values and i<strong>de</strong>as of human security.133
