esources means that they have no real capital to br<strong>in</strong>g for economic activities with<strong>in</strong>the suku.These po<strong>in</strong>ts are not raised <strong>in</strong> or<strong>de</strong>r to argue that women's representatives should be<strong>in</strong>clu<strong>de</strong>d <strong>in</strong> traditional dispute resolution. As <strong>de</strong>monstrated <strong>in</strong> previous chapters,traditional <strong>in</strong>stitutional structures are much more significant—and much lessmalleable—than a simple 'resource base' through which mo<strong>de</strong>rn governance canbecome <strong>in</strong>stitutionalised. In the context of the current governance environment, thereare many important reasons that women's representatives are not currently <strong>in</strong>volved <strong>in</strong>local dispute resolution—<strong>in</strong>clud<strong>in</strong>g the rules of lisan and societal norms. The po<strong>in</strong>there is that because the process of <strong>in</strong>stitutionalisation of konsellu <strong>de</strong> suku has activelyrelied on traditional <strong>in</strong>stitutional structures, with little state <strong>in</strong>vestment to supportthese local lea<strong>de</strong>rs, this has resulted <strong>in</strong> the reproduction of exist<strong>in</strong>g social structuresand relationships. While it is certa<strong>in</strong>ly the case that mo<strong>de</strong>rn <strong>in</strong>stitutions can be built tochallenge exist<strong>in</strong>g relationships, these are fun<strong>da</strong>mentally political processes thatrequire time and a commitment of real resources <strong>in</strong> or<strong>de</strong>r to strengthen the mo<strong>de</strong>rn<strong>in</strong>stitutional sphere. Sufficient <strong>in</strong>vestment has not been ma<strong>de</strong> to support the<strong>in</strong>troduction of gen<strong>de</strong>r quotas.The <strong>de</strong>cision to co-opt traditional <strong>in</strong>stitutional structures for local dispute resolutionhas had direct consequences for power relations with<strong>in</strong> the suku, where the<strong>in</strong>stitutional power of old <strong>in</strong>stitutional figures is supported by and ma<strong>in</strong>ta<strong>in</strong>ed throughtheir important community role <strong>in</strong> resolv<strong>in</strong>g disputes. Particularly given the weakcapacity of the mo<strong>de</strong>rn legal system to <strong>de</strong>al with the number of disputes that arise,this role gives them much of their status. This <strong>in</strong>fluences their ability to fill other roles<strong>in</strong> the community, both public and private. Conversely, the <strong>in</strong>stitutional power of thewomen's representatives has been un<strong>de</strong>rm<strong>in</strong>ed by their lack of <strong>in</strong>clusion. By nottouch<strong>in</strong>g on the power bases of the old <strong>in</strong>stitutional figures <strong>in</strong> the konsellu <strong>de</strong> suku,the new <strong>in</strong>stitutional figures have been unable to establish themselves <strong>in</strong> their broa<strong>de</strong>rrepresentative function; they are not seen by community members as sufficientlypowerful to meet their needs. It is for this reason, as much as lack of capacity orpatriarchal attitu<strong>de</strong>s, that women hold<strong>in</strong>g reserved seats have been unable to establishthemselves as important lea<strong>de</strong>rs with<strong>in</strong> the community or on the council.177
