This was more of an overt and contentious issue <strong>in</strong> Venilale, an area that isdom<strong>in</strong>ated by the Fretil<strong>in</strong> party and has experienced ongo<strong>in</strong>g party political violences<strong>in</strong>ce the civil war, most recently <strong>in</strong> 2007. But it is also an extremely importantconsi<strong>de</strong>ration <strong>in</strong> A<strong>in</strong>aro where there is a broa<strong>de</strong>r mix of political parties.The position of xefe suku is a good example of the impact that the role itself has onthe balance that is found with<strong>in</strong> a hybrid political environment, as the xefe suku isrequired to be more 'worldly' than the xefe al<strong>de</strong>ia. As well as satisfy<strong>in</strong>g traditionali<strong>de</strong>as of socio-political legitimacy by com<strong>in</strong>g from the 'right' house, s/he must alsoattract projects to the suku and sometimes coord<strong>in</strong>ate those projects, manage accountsand provi<strong>de</strong> statistics on claims for government assistance, and act as a political'contact po<strong>in</strong>t' between external actors and the suku. This opens up new networks,potential power bases and <strong>in</strong>terests, and mo<strong>de</strong>rn <strong>in</strong>fluences become equally important.This more 'worldly' role was also reflected <strong>in</strong> how the xefe suku chose to presenthim/herself: for example, the xefe suku of A<strong>in</strong>aro preferred to expla<strong>in</strong> his status with<strong>in</strong>the community <strong>in</strong> terms of his role as nurep dur<strong>in</strong>g the resistance rather than the factthat he came from the liurai house. It was only on speak<strong>in</strong>g to others <strong>in</strong> the suku whoexpressed relief that someone so capable also held traditional legitimacy that hisbackground was divulged.As fieldwork progressed, it became clear that these various cross-cutt<strong>in</strong>g layers ofi<strong>de</strong>ntity and affiliation are all important and often <strong>in</strong>ter<strong>de</strong>pen<strong>de</strong>nt as strategic alliancesare ma<strong>de</strong> as part of every<strong>da</strong>y local politics. For example, it was expla<strong>in</strong>ed by anumber of xefe suku that their political party approached them to stand as candi<strong>da</strong>tes<strong>in</strong> part because they came from the liurai house. Equally, <strong>in</strong> suku-based researchconducted <strong>in</strong> another area, it was consi<strong>de</strong>red important that the xefe suku belonged tothe same political party as the national government, with the logic that they wouldhave a better chance of br<strong>in</strong>g<strong>in</strong>g government resources <strong>in</strong>to the suku 37 . In this hybridpolitical environment, traditional consi<strong>de</strong>rations are rout<strong>in</strong>ely balanced aga<strong>in</strong>st otherconsi<strong>de</strong>rations <strong>in</strong>clud<strong>in</strong>g membership of political parties, whether and <strong>in</strong> whatcapacity they were <strong>in</strong>volved <strong>in</strong> the resistance movement, access to outsi<strong>de</strong> networksand resources, as well as their perceived ability to do the job of coord<strong>in</strong>at<strong>in</strong>g activities37 Personal <strong>in</strong>terview, Susana Barnes, 24 August 2009.125
