evolve around i<strong>de</strong>as of traditional societies be<strong>in</strong>g <strong>in</strong>ternally homogenous <strong>in</strong> theirvalues and structures, and be<strong>in</strong>g <strong>in</strong> absolute opposition to mo<strong>de</strong>rn values and societalforms (Gusfield, 1967: 352-357). It is clear that the un<strong>de</strong>rly<strong>in</strong>g assumptions oftradition as unchang<strong>in</strong>g, <strong>in</strong>ternally uncontested, and necessarily <strong>in</strong> conflict withmo<strong>de</strong>rnity need to be seriously questioned. In this thesis I use the term 'traditional' <strong>in</strong>recognition of the embed<strong>de</strong>d nature of these <strong>in</strong>stitutional structures, which can betraced to their historical formation prior to Portuguese colonisation. While this thesisis focused on the contemporary relevance of traditional governance, I argue that theirimportance cannot be un<strong>de</strong>rstood without reference to their historical <strong>de</strong>velopment—and that the term traditional <strong>in</strong>dicates the <strong>de</strong>ep historical roots of these <strong>in</strong>stitutionalstructures <strong>in</strong> a way that 'customary' or '<strong>in</strong>formal' fails to do.The communities that command primary loyalty with<strong>in</strong> <strong>Timor</strong>-<strong>Leste</strong> are small k<strong>in</strong>basedgroups that are bound together through traditional <strong>in</strong>stitutions and <strong>de</strong>pen<strong>de</strong>nciesthat flow from these <strong>in</strong>stitutions. These communities have been central to local<strong>Timor</strong>ese governance s<strong>in</strong>ce pre-colonial <strong>da</strong>ys, so it can be rightly argued thattraditional <strong>in</strong>stitutional structures <strong>de</strong>f<strong>in</strong>e, <strong>in</strong> a very real sense, membership of thecommunities themselves. This <strong>in</strong> turn carries important implications for economic andpolitical life. I argue that failure to recognise this symbiosis between traditionalgovernance and k<strong>in</strong>-based groups that has become embed<strong>de</strong>d over the centuriesmisses the economic and political significance of traditional <strong>in</strong>stitutions as theyoperate with<strong>in</strong> contemporary <strong>Timor</strong>ese communities. It is this dynamic—rather thanan artificial conception of traditional <strong>in</strong>stitutions as static and <strong>in</strong>flexible, or oftradition and mo<strong>de</strong>rnity as b<strong>in</strong>ary opposites—that I aim to reflect through reta<strong>in</strong><strong>in</strong>gthe term 'traditional'.In this thesis, I argue for a critical approach to <strong>in</strong>stitutionalism that <strong>in</strong>corporates theevery<strong>da</strong>y politics of mutual recognition. In co<strong>in</strong><strong>in</strong>g Tully's term of 'mutualrecogntion', I do not imply that there is currently an effective recognition oftraditional governance by the <strong>Timor</strong>ese state. Rather, the 'every<strong>da</strong>y politics of mutualrecogntion' reflects on that aspect of local politics where<strong>in</strong> agents of the state (police,elected officials, government appo<strong>in</strong>tees) work together with traditionally legitimatedlea<strong>de</strong>rs to solve problems and pursue political agen<strong>da</strong>s. An un<strong>de</strong>rly<strong>in</strong>g theme of thiswork is the contention that by tak<strong>in</strong>g local politics seriously, important <strong>in</strong>sights can be8
