'shadow si<strong>de</strong>' of the every<strong>da</strong>y politics of mutual recognition as exist<strong>in</strong>g power<strong>in</strong>equalities are reproduced through various <strong>in</strong>stitutional forms.The b<strong>in</strong>ary of tradition and mo<strong>de</strong>rnity can lead to two equally concern<strong>in</strong>g positions—the presumption that either traditional cultural forms need to be 'overcome' before<strong>de</strong>velopment can proceed, or alternatively that <strong>de</strong>mocratic pr<strong>in</strong>ciples and values arenot relevant to those communities adher<strong>in</strong>g to a 'traditional' way of life. Fieldworkstrongly <strong>de</strong>monstrates that both positions are equally flawed <strong>in</strong> their failure to takeaccount of people's lived experience. Throughout this thesis, I <strong>de</strong>monstrate that thecoexistence of mo<strong>de</strong>rn and traditional <strong>in</strong>stitutional structures should not be conceive<strong>da</strong>s an either/or proposition. If we exam<strong>in</strong>e the coexistence of mo<strong>de</strong>rn and traditional<strong>in</strong>stitutional structures as they are experienced from with<strong>in</strong> a <strong>Timor</strong>ese village, thehybridity of norms and i<strong>de</strong>ologies that prevail at the local level becomes apparent.Unlike most dom<strong>in</strong>ant political theories, this hybridity is not seen with<strong>in</strong> communitiesas <strong>in</strong>consistent—which gives hope that a true politics of mutual recognition can bebuilt to support governance <strong>in</strong> local communities. The theoretical framework that isbuilt <strong>in</strong> this thesis offerss a foun<strong>da</strong>tion for analys<strong>in</strong>g where coexist<strong>in</strong>g <strong>in</strong>stitutionalstructures are mutually supportive, where they are <strong>in</strong> tension, and the impact that thishas on villagers' experience of power and authority at the local level.74
