with implications for peace and conflict studies, <strong>de</strong>mocratisation and <strong>de</strong>velopmentstudies.8.2 Decentralisation, and the Challenge of Democratic "Scal<strong>in</strong>g Up"A second important area for further research and monitor<strong>in</strong>g <strong>in</strong>volves the impact that<strong>de</strong>centralisation will have on local-level governance and <strong>de</strong>mocratisation. Asdiscussed <strong>in</strong> chapter one of this thesis, the <strong>Timor</strong>ese government is constitutionallycommitted to the pr<strong>in</strong>ciple of political <strong>de</strong>centralisation, but the f<strong>in</strong>al mo<strong>de</strong>l to beadopted has not yet been agreed. This commitment to <strong>de</strong>centralisation reflects a broadun<strong>de</strong>rstand<strong>in</strong>g of <strong>Timor</strong>ese society as <strong>in</strong>ternally diverse and composed of quitelocalised communities, and is also reflective of global trends <strong>in</strong> encourag<strong>in</strong>g variousforms of <strong>de</strong>centralisation (Desai and Imrie, 1998). One of the primary reasons for theglobal popularity of <strong>de</strong>centralised governance has to do with its perceived<strong>de</strong>mocratis<strong>in</strong>g <strong>in</strong>fluence, as it is thought to br<strong>in</strong>g <strong>de</strong>cision-mak<strong>in</strong>g power closer to thepeople. However, as Pollitt (2005) po<strong>in</strong>ts out, there are many divergent approaches to,and un<strong>de</strong>rstand<strong>in</strong>gs of, <strong>de</strong>centralisation <strong>in</strong> public adm<strong>in</strong>istration.This divergence between theories can result <strong>in</strong> a wi<strong>de</strong> range of mo<strong>de</strong>ls that reflect thepurposes of very different i<strong>de</strong>ological stakehol<strong>de</strong>rs (Mohan and Stokke, 2000). As aresult, the <strong>de</strong>mocratis<strong>in</strong>g impact of <strong>de</strong>centralisation cannot simply be taken forgranted, and the impact that <strong>de</strong>centralisation might have <strong>in</strong> promot<strong>in</strong>g politicalparticipation <strong>in</strong> the communities of <strong>Timor</strong>-<strong>Leste</strong> is <strong>de</strong>pen<strong>de</strong>nt on a wi<strong>de</strong> range offactors. Some of these factors are technical, related to the specific <strong>de</strong>sign of thelegislation that <strong>de</strong>f<strong>in</strong>es the form and function of the proposed Municipal Assemblies.There have been <strong>in</strong>tense negotiations around the shap<strong>in</strong>g of the legislation and the'high politics' surround<strong>in</strong>g questions over how power and resources are to be sharedwith the central government and other stakehol<strong>de</strong>rs have been unsurpris<strong>in</strong>gly fraught,as both the will<strong>in</strong>gness of central authorities to <strong>de</strong>volve power, and the perceivedcapacity of Municipal Assemblies to effectively and legitimately exercise that power,have been called <strong>in</strong>to question. Other factors relate to how the Municipal Assemblieswill connect with local communities.
