The xefe suku's role as a bridge for external actors poses a new set of governancechallenges <strong>in</strong> the suku, particularly if they <strong>in</strong>clu<strong>de</strong> additional resources com<strong>in</strong>g <strong>in</strong>tothe community. This was apparent <strong>in</strong> compar<strong>in</strong>g <strong>in</strong>ternal conflicts that arose with<strong>in</strong>the suku of Fatulia (Venilale) and the suku of A<strong>in</strong>aro (A<strong>in</strong>aro). While the xefe suku ofFatulia had attracted some <strong>de</strong>velopment projects, <strong>in</strong> suku A<strong>in</strong>aro there were noprojects reported com<strong>in</strong>g <strong>in</strong> from external sources. As a result, the contests for powerand resources and resultant challenges to the xefe suku's lea<strong>de</strong>rship that were oftenarticulated <strong>in</strong> Fatulia were not so apparent <strong>in</strong> A<strong>in</strong>aro. There are, of course, significantdifferences between the two suku, and local history is an important factor <strong>in</strong><strong>de</strong>term<strong>in</strong><strong>in</strong>g the extent of conflict and divisiveness with<strong>in</strong> any suku. However, therewere also structural issues at play that are directly related to the every<strong>da</strong>y politics ofmutual recognition (or, <strong>in</strong> this case, mis-recognition) between different lea<strong>de</strong>rs with<strong>in</strong>the suku.In coord<strong>in</strong>at<strong>in</strong>g an <strong>in</strong>com<strong>in</strong>g project for the suku, the xefe suku must work through thexefe al<strong>de</strong>ia who <strong>in</strong> turn will coord<strong>in</strong>ate with xefe uma ka<strong>in</strong> to smooth the way for theproject and provi<strong>de</strong> labour if necessary. Except with<strong>in</strong> his or her own uma ka<strong>in</strong>, thiscoord<strong>in</strong>ation is generally someth<strong>in</strong>g the xefe suku is unable to do alone, as he or sheoften does not hold sufficient power with other uma ka<strong>in</strong>. This coord<strong>in</strong>ation withdifferent al<strong>de</strong>ia is not always easy, and conflicts and disagreements between xefe sukuand xefe al<strong>de</strong>ia often arise—a source of frustration for all concerned.The conflicts that arise can be <strong>in</strong>tense, and some xefe suku have implemented<strong>de</strong>liberate strategies to overcome this difficulty. For example, one xefe suku <strong>in</strong>Venilale preferred to evenly apportion NGO <strong>in</strong>come to each al<strong>de</strong>ia for them toimplement smaller projects. However, while this strategy has been successful <strong>in</strong><strong>de</strong>al<strong>in</strong>g with allegations of corruption and <strong>in</strong>competence ma<strong>de</strong> aga<strong>in</strong>st the xefe sukuby the xefe al<strong>de</strong>ia it has been less successful for the projects themselves. As the xefesuku expla<strong>in</strong>ed, the money had sometimes been wasted <strong>in</strong> unsusta<strong>in</strong>able <strong>in</strong>vestmentssuch as buy<strong>in</strong>g a small tractor that the community did not have the capacity toma<strong>in</strong>ta<strong>in</strong>. In addition, such a strategy is also not likely to be <strong>in</strong> the best <strong>in</strong>terest of thesuku as a whole as economies of scale come <strong>in</strong>to consi<strong>de</strong>ration. Nonetheless, <strong>in</strong> thecontext of a fractured suku, the 'buy-<strong>in</strong>' of the xefe al<strong>de</strong>ia is nee<strong>de</strong>d and a number of163
