<strong>in</strong>stitutions, <strong>in</strong> or<strong>de</strong>r to fill communal needs and to pursue <strong>in</strong>dividual politicalagen<strong>da</strong>s. I argue that as a natural outcome of these local politics, structured forms ofpolitical engagement, <strong>de</strong>scribed as the every<strong>da</strong>y politics of mutual recognition, haveemerged that <strong>in</strong>corporate both mo<strong>de</strong>rn and traditional <strong>in</strong>stitutions and authorityfigures, allow<strong>in</strong>g for efficient use of limited local resources. However, there is also a'shadow si<strong>de</strong>' to these politics. While the end result of the every<strong>da</strong>y politics of mutualrecognition can vary significantly from one suku to the next, the important <strong>de</strong>cisionsand accommo<strong>da</strong>tions that are ma<strong>de</strong> between local elites <strong>in</strong> or<strong>de</strong>r to shape theirgovern<strong>in</strong>g environment often fail to reflect the <strong>in</strong>terests of those who are mostvulnerable. I argue that the critical approach to <strong>in</strong>stitutionalism that is taken <strong>in</strong> thisthesis allows us to analyse both the every<strong>da</strong>y politics of mutual recognition and the'shadow si<strong>de</strong>' to these politics, and provi<strong>de</strong>s for a reframed un<strong>de</strong>rstand<strong>in</strong>g of howmo<strong>de</strong>rn state <strong>in</strong>stitutions are <strong>in</strong>corporated <strong>in</strong>to the local political environment.Southeast Asian StudiesThe second contribution that this thesis makes is <strong>in</strong> provid<strong>in</strong>g new empirical <strong>da</strong>ta for<strong>Timor</strong>-<strong>Leste</strong> studies, and Southeast Asian Studies more generally. Here, I make twoclaims to orig<strong>in</strong>ality. For such a small nation-state, there is a thriv<strong>in</strong>g researchcommunity <strong>in</strong>vestigat<strong>in</strong>g various aspects of <strong>Timor</strong>ese politics, culture and society.However, while there are some excellent ethnographic studies available that arefocussed at the very localised doma<strong>in</strong> <strong>in</strong> the rural areas of <strong>Timor</strong>-<strong>Leste</strong>, they tend tobe <strong>de</strong>tailed anthropological studies on particular communities or cultural practices(see for example Gunter, 2007, Hicks, 1983, McWilliam, 2005, Traube, 1987). Inaddition, while there are some important analyses of contemporary <strong>Timor</strong>ese politics,these discussions tend to be focussed on macro-level studies of national <strong>in</strong>stitutions orpolitics between <strong>Timor</strong>ese elites (see for example Fe<strong>de</strong>rer, 2005, Hunt, 2008,Shoesmith, 2010a, Wilson, 2008). However, there has been much less work donefrom a political science perspective at the suku and al<strong>de</strong>ia levels of governance. Inthis thesis I seek to <strong>de</strong>scribe some of the enabl<strong>in</strong>g and constra<strong>in</strong><strong>in</strong>g factors that shapecommunities, <strong>in</strong>clud<strong>in</strong>g the various ways <strong>in</strong> which communities seek to fill theirneeds through strategically engag<strong>in</strong>g with mo<strong>de</strong>rn and traditional <strong>in</strong>stitutionalstructures, how local lea<strong>de</strong>rs pursue <strong>in</strong>dividual political agen<strong>da</strong>s <strong>in</strong> the context of ahybrid or syncretic political environment, and the impacts that external <strong>in</strong>terventions19
