Party politics has been one such po<strong>in</strong>t of conflict. At all levels of government, the<strong>in</strong>fluence of party politics ten<strong>de</strong>d to be quite divisive, lead<strong>in</strong>g to many localperceptions of mo<strong>de</strong>rn <strong>de</strong>mocracy be<strong>in</strong>g characterised by conflict, as opposed to lisan,which is aimed at promot<strong>in</strong>g communal cohesion. Political party affiliation for locallea<strong>de</strong>rs was first <strong>in</strong>troduced <strong>in</strong> Decree Law 5/2004. It has s<strong>in</strong>ce been reversed <strong>in</strong>Decree Law 3/2009, with local lea<strong>de</strong>rs only elected on an <strong>in</strong>dividual (not politicalparty) platform. As fieldwork was carried out <strong>in</strong> 2008, prior to this legislative change,the impact of party politics was still an important issue with<strong>in</strong> local governance. Thisexperience carries with it important lessons for un<strong>de</strong>rstand<strong>in</strong>g the un<strong>de</strong>rly<strong>in</strong>g values atstake around community representation and local legitimacy.Free competition of political parties is a fairly new phenomenon <strong>in</strong> <strong>Timor</strong>-<strong>Leste</strong>.Dur<strong>in</strong>g Indonesian occupation, the only political parties were the three man<strong>da</strong>ted bythe Indonesian government, so it is only s<strong>in</strong>ce <strong>in</strong><strong>de</strong>pen<strong>de</strong>nce that free party politicalcompetition has been a feature of governance with<strong>in</strong> <strong>Timor</strong>-<strong>Leste</strong> (Sal<strong>da</strong>nha, 2008:70). S<strong>in</strong>ce political parties were first formed preced<strong>in</strong>g the civil war, the experience ofparty politics with<strong>in</strong> <strong>Timor</strong>-<strong>Leste</strong> has been quite divisive. The impacts of this conflictbetween political parties cont<strong>in</strong>ue to reverberate throughout <strong>Timor</strong>ese communities,and cont<strong>in</strong>ues with<strong>in</strong>g contemporary <strong>Timor</strong>ese politics. A variety of factors, <strong>in</strong>clud<strong>in</strong>glack of experience with party politics and exploitation by political parties of exist<strong>in</strong>gfissures with<strong>in</strong> society, has meant that party politics has been experienced as adivisive, <strong>in</strong>timi<strong>da</strong>t<strong>in</strong>g affair. This has also expressed itself with<strong>in</strong> the <strong>in</strong>troduction ofparty politics at the suku level (Brown and Gusmão, 2009).Prior to the <strong>in</strong>troduction of party politics, the most important consi<strong>de</strong>rations <strong>in</strong>select<strong>in</strong>g local lea<strong>de</strong>rs were the candi<strong>da</strong>tes' place with<strong>in</strong> the community: whether theycame from the liurai house, their affiliation with family, their experience with locallea<strong>de</strong>rship and ability to command respect, and their perceived ability to do the job.The <strong>in</strong>troduction of party politics ad<strong>de</strong>d an entirely new dimension to communityrepresentation, creat<strong>in</strong>g new divisions and threaten<strong>in</strong>g community cohesion andstability. Brown and Gusmão (2009: 67) argue that the threat that party politicsrepresented was a direct result of elite-level political conflicts be<strong>in</strong>g driven down tothe local level. This perception was re<strong>in</strong>forced dur<strong>in</strong>g the political violence of 2006134
