structur<strong>in</strong>g <strong>in</strong>terviews accord<strong>in</strong>g to the different roles <strong>in</strong>terviewees played with<strong>in</strong> thecommunity.Of the 58 people I requested to <strong>in</strong>terview, only two refused. Every <strong>in</strong>tervieweeconsented to hav<strong>in</strong>g their <strong>in</strong>terview recor<strong>de</strong>d, which I then transcribed and laterreturned to them to check for errors. While this was a gesture of good-faith on mypart, this practice was surpris<strong>in</strong>gly well-accepted, particularly by those who wereilliterate who had their younger family members read aloud the transcripts so theycould check for mistakes. This was an important lesson for me concern<strong>in</strong>g my ownassumptions around the impact of illiteracy on transparency for written research.When an <strong>in</strong>terviewee did not wish some discussions around more sensitive orcontroversial issues to be recor<strong>de</strong>d, they would also speak to me privately after the<strong>in</strong>terview.The 'governance down' section of my research was carried out <strong>in</strong> two suku: the sukuof Fatulia, <strong>in</strong> the subdistrict of Venilale, and the suku of A<strong>in</strong>aro, <strong>in</strong> the subdistrict ofA<strong>in</strong>aro. I began with purposeful sampl<strong>in</strong>g, <strong>in</strong>volv<strong>in</strong>g a selection of <strong>in</strong>terviewees basedon the fieldwork area and research purpose (Babbie, 2001: 179). With<strong>in</strong> each suku I<strong>in</strong>terviewed all members of konsellu <strong>de</strong> suku at least once, and also <strong>in</strong>terviewed asample of traditional, non-elected lia-na'<strong>in</strong> with<strong>in</strong> the suku. This was followed upwith <strong>in</strong>terviews with others with<strong>in</strong> the suku, follow<strong>in</strong>g the snowball sampl<strong>in</strong>g methodby ask<strong>in</strong>g <strong>in</strong>itial <strong>in</strong>terviewees for their recommen<strong>da</strong>tions (Babbie, 2001: 180). Thepurpose of these follow-up <strong>in</strong>terviews was to un<strong>de</strong>rstand different <strong>in</strong>terpretations oflocal governance as experienced across a spectrum of age, gen<strong>de</strong>r and politicalaffiliation. In the context of a small village, however, snowball sampl<strong>in</strong>g nee<strong>de</strong>d to becarried out carefully to avoid the potential <strong>da</strong>nger of only <strong>in</strong>terview<strong>in</strong>g people from as<strong>in</strong>gle family, and I took broad advice from a variety of people with<strong>in</strong> the villagewhen <strong>de</strong>cid<strong>in</strong>g who to speak to. These 'governance down' <strong>in</strong>terviews form a smallcomparative sample that comprises the majority of my fieldwork results.Both suku were chosen only after I had visited all suku with<strong>in</strong> the subdistrict andpersonally <strong>in</strong>terviewed every xefe suku. I chose each suku on the basis of how activeand <strong>in</strong>terested the xefe suku appeared to be <strong>in</strong> look<strong>in</strong>g after his/her community,mak<strong>in</strong>g this assessment, for example, based on how precisely the xefe suku could35
