During form<strong>at</strong>iveresearch, TIER model users collabor<strong>at</strong>e with (1) end users to ascertain preferredcommunic<strong>at</strong>ion channels, learning styles, and instructional mediums; (2) content experts toprovide technical and policy reviews; and (3) <strong>training</strong> pr<strong>of</strong>essionals to perform pedagogic andinstructional reviews.Stage 2: Process stage: Training m<strong>at</strong>erials, instructional approaches, and researchinstruments are drafted, proposed and tested in pilot sites.
