EXECUTIVE DEV.SOCIAL SUMMARY EQ.<strong>of</strong> quality, none <strong>of</strong> the centers are accredited with the NationalAssociation for the Education <strong>of</strong> Young Children (NAEYC). <strong>The</strong>re arefive childcare centers that have received some form <strong>of</strong> recognitionfrom Ohio’s Step Up to Quality rating system, which recognizesthe efforts <strong>of</strong> licensed early care and education programs thattake incremental steps towards improving quality. 56 <strong>The</strong>re are 16centers in <strong>Hilliard</strong> that have contracts to provide publicly fundedchildcare. 57 According to data available from the Ohio Department<strong>of</strong> Jobs and Family Services, the majority <strong>of</strong> the early childhoodor daycare centers within <strong>Hilliard</strong> are run by private or nonpr<strong>of</strong>itentities and supported largely by parent fees.<strong>The</strong> term lifelong community has already been applied to policiesin <strong>Hilliard</strong> to attract young pr<strong>of</strong>essional, but it should also includeinitiatives that assist the city’s aging population. <strong>The</strong> concepts<strong>of</strong> lifelong communities and aging in place refer to an effort toprovide policies that address the challenges and opportunitiesassociated with the retirement <strong>of</strong> Baby Boomers. 58 According tothe 2010 Census, <strong>Hilliard</strong> is home to 5,085 residents over the age<strong>of</strong> 55, totaling 17.7% <strong>of</strong> the entire population <strong>of</strong> residents. 59 In 10years, if the total population remains the same, 16.9% <strong>of</strong> residentsnow between the age <strong>of</strong> 50 and 64 will have reached retirementage. As residents begin to age and approach retirement, it is <strong>of</strong>tenthe case in that the surrounding community lacks the servicesand resources to meet their basic needs as senior citizens. Thiscan include housing, medical care, and access to various services.Ohio’s Long-Term Care Consumer Guide listed seven facilitiesin <strong>Hilliard</strong> that <strong>of</strong>fer nursing home care and assisted living. <strong>The</strong>facilities vary in service, but the total available capacity does notmeet the growing needs <strong>of</strong> residents. All the facilities in <strong>Hilliard</strong>are privately owned and vary in price, but most are above thestate’s average in daily cost. 60 Ohio’s Passport Medicaid waiver programhelps Medicaid-eligible older Ohioans get the long-term services.
