<strong>Hilliard</strong> <strong>Sustainability</strong> <strong>Plan</strong>outdated or inefficient appliances. Participants would be eligible for adiscounted rate for water efficent fixtures such as low flow showerheadsand toilets.Short Term (1-3 years)» Create and distribute a fact sheet for water conservation. This canbe done digitally at first to reduce costs. <strong>The</strong> number <strong>of</strong> printedcopies would depend on how they are going to be distributed.Party responsible: Environmental <strong>Sustainability</strong> Commission. Cost:$0.25 per page to print.» Establish the administration behind the residential and commercialconservation pact. This can be done by <strong>Hilliard</strong>’s <strong>Sustainability</strong>Commission with little effort. <strong>The</strong> administration would be peoplewho would be in charge or receiving information from residents,recording it, and giving a quarterly report <strong>of</strong> the number <strong>of</strong>people in the pact. <strong>The</strong>y will also be in charge <strong>of</strong> determining whois eligible for future incentive programs as well as distributingconservation materials to members <strong>of</strong> the pact. Party responsible:Environmental <strong>Sustainability</strong> Commission. Cost: Labor if notvolunteer work.» Determine the criteria for residents to get assistance from thepact. This should be based on the price paid for utilities or onother predetermined factors. Parties responsible: Environmental<strong>Sustainability</strong> Commission and/or Conservation PactAdministration. Cost: Labor if not volunteer work.Medium Term (3-5 years)» Talk with local businesses for an incentive package for pactmembers. This would give advertisement for businesses, whoif residents are saving money on utility bills are may see morebusiness. Parties responsible: <strong>Sustainability</strong> commissionand or Conservation Pact Administration. Cost: Labor if notvolunteer work.» Begin advertisement and recruitment <strong>of</strong> residents to theconservation pact. Begin gathering information on theirusage habits such as utility bills, composting, commuting,and local versus regional shopping with online or papersurveys as well as short interviews. Parties responsible:<strong>Sustainability</strong> Commission and/or Conservation PactAdministration. Cost: Labor if not volunteer work, $0.10 perpage if paper surveys are distributed.» Distribute tools or materials for water conservationto residents who are eligible. This would depend onthe specific program. It would be best to stagger thedistribution <strong>of</strong> materials dependent on need. A conservationaudit should also be performed before any assistance isgiven for fixture repair or replacement. This would be doneby looking at previous water bills and determining if theutility usage is above the normal. This could be done bythe Conservation Pact with relative ease. Pact membersshould be showcased in community events. This could beaccompanied by some form <strong>of</strong> contest that would give anon-monetary prize such as a name on a plaque at <strong>City</strong>Hall, or donated goods. Parties responsible: <strong>Sustainability</strong>Commission and Conservation Pact Administration. Cost:Carwash buckets and rain gauges would cost a total <strong>of</strong> $4.40per person. Home fixture replacement could cost $120.00and up if fixtures were bought outright. A cheaper waywould be to reimburse residents in the program for some<strong>of</strong> the costs <strong>of</strong> the fixture. <strong>The</strong> Audit will be dependent onECON.
