Cost: Columbus <strong>of</strong>fers rainbarrels at discounted price <strong>of</strong> $45 after residents went to astormwater management workshop. 156» Implement a “Clean Your Gutters Day” and provideincentives for residents to participate such as supplies.This program would happen once a year that truly triesto educate and bring awareness in a civic engagementactivity. Party responsible: <strong>The</strong> Environmental <strong>Sustainability</strong>Commission to gain awareness and apply for grants. Cost:<strong>The</strong> only cost would be for brochures and any suppliesto help incentivize residents to participate. This woulddepend on how many residents would participate andshould secure funds through grants before implementingthe program.Medium Term (3-5 years)» Implement a new guideline that would have all newconstruction projects especially where stormwatermanagement is a concern use porous concrete. This couldbe by providing incentives for the <strong>City</strong> and developers touse porous pavement on all roads, trails, and roundabouts.As well as provide incentives for private developers to useporous pavement by giving them credits or increasingtheir development rights like building height or parkingspaces allotment. Parties responsible: <strong>The</strong> <strong>City</strong> <strong>of</strong> <strong>Hilliard</strong>and <strong>Hilliard</strong> Engineering Division. Cost: Porous concretecan cost $1.00-$2.00 per square feet for both materials andinstallation. 157» Provide incentives and resources for community members to buildtheir own rain garden on their residential properties. This would bethrough workshops and brochures. Parties responsible: This wouldbe the responsibility <strong>of</strong> the <strong>City</strong> to provide the barrels to residentsand up to the Environmental <strong>Sustainability</strong> Commission to gainawareness. Cost: Once the GreenSpot initiative starts have a rainbarrel program similar to that <strong>of</strong> Columbus, <strong>Hilliard</strong> should workwith various vendors or partner with the Columbus to provide thebarrels at a reduce cost to residents.Public AwarenessRecommendation: Increase public awareness <strong>of</strong> sustainable behaviors.Public awareness and community participation campaigns can have atremendous effect on the success <strong>of</strong> implementing sustainability measures.In recent years, little effort has been made to increase public awareness<strong>of</strong> these issues in <strong>Hilliard</strong>. However, the Environmental <strong>Sustainability</strong>Commission was formed in order to “review existing green policiesand advise <strong>City</strong> Council, the Mayor, and <strong>City</strong> <strong>of</strong>ficials in the initiation ordevelopment <strong>of</strong> programs that will create or enhance sustainable practiceswithin [the] community.” 158 <strong>The</strong> formation <strong>of</strong> this Commission is the firststep in raising awareness <strong>of</strong> sustainable issues within the <strong>City</strong> entities <strong>of</strong><strong>Hilliard</strong>. However, much more can be done to further engage the public onthese issues.Short Term (1-3 years)» While an initial “Sustainable <strong>Hilliard</strong>” survey has been conducted,a more in depth survey <strong>of</strong> awareness <strong>of</strong> sustainable issues ingeneral would help determine local support for these concepts.44
