<strong>Hilliard</strong> <strong>Sustainability</strong> <strong>Plan</strong>volunteers, and parents are all potential partners that could assistthe <strong>City</strong> in any effort to expand and improve childcare resources.As seen in the sidebar, the federal government has several grantsthat are designated for childcare centers. Party responsible: <strong>The</strong>Mayor’s Office. Cost: After a commission has been established, ifstaff is available for completing grant applications, the cost wouldbe minimal, but if a grant writer is required the cost can vary from$15-75 hour.Recommendation: Provide affordable housing and services for seniors.If the senior population in <strong>Hilliard</strong> in future years maintains its currentproportion <strong>of</strong> the total population, more affordable senior-friendly homesand assisted care homes will be needed in the area. <strong>The</strong> aging <strong>of</strong> babyboomers in the population will cause a shift in the next 20 years increasingthe demand for senior housing options. While there are various housingoptions that could be developed for seniors, some might want to age inplace, that is, to stay home. Others may not be able to do so, and alternativeliving arrangements could include assisted living communities, continuum<strong>of</strong> care retirement communities, adult care homes, living with familymembers, and federally subsidized housing. <strong>The</strong> choice will most likely bedependent upon an individual’s needs, preferences, and financial status. If<strong>Hilliard</strong> is to become a lifelong community a variety <strong>of</strong> housing options andrelated incentives should be available to residents.Short Term (1-3 years)» Develop and publicize a centralized resource for accessinginformation <strong>of</strong> interest to seniors including housing, health care,in-home supports, employment, and wellness and recreationalactivities with the assistance from organization familiar withsocial services activities in the city, for instance the <strong>Hilliard</strong>Community Assistance Council. Ensure information isaccessible to seniors through online, printed materials, and/or in key locations in the community such as the Phyllis A.Ernst, Senior Center and libraries. Party responsible: <strong>Hilliard</strong>Community Assistance Council. Cost: If volunteers wereavailable from the <strong>Hilliard</strong> Community Assistance Council,there would be no cost outside <strong>of</strong> printing material.Long Term (5-10 years)» Create a Lifelong Community <strong>Plan</strong> for seniors in <strong>Hilliard</strong>.In 2007 the Atlanta Regional Commission launched theLifelong Communities initiative in collaboration withcounty-based stakeholder groups in the Atlanta region. <strong>The</strong>initiative developed guiding principles and several resourcesfor communities all across the nation to developed plans toaddress a full range <strong>of</strong> needs and services for senior citizens.Party responsible: <strong>Hilliard</strong> <strong>Plan</strong>ning Division. Cost: Accordingto the Kansas Department on Aging, an organization thathas attempted to assist communities with implementingsimilar plans, the cost is driven by the scope <strong>of</strong> the lifelongcommunity plan and action items. <strong>The</strong>re could be actionitems that can be obtained free <strong>of</strong> charge or at a minimalfee. Larger items may need sizable capital funds and need tobe put into community budgets to be completed and paidfor over a number <strong>of</strong> years. 75Community PrideECON.
