Hilliard Sustainability Plancreating a stormwater management utility as authorized under Ohio RevisedCode Section 6119. 87 The utility is responsible for charging residentsand businesses appropriate fees, depositing those fees in a special fund foruse on stormwater management projects, and generally enacting the City’sstormwater code. See the “Stormwater Management at Hilliard Bradley HighSchool” sidebar for more information about best management practicesbeing used locally.The City also maintains a Storm Water Management Plan that is in effectthrough 2013. 88 This plan outlines the City’s efforts to reduce the dischargeof pollutants, to protect water quality, and to satisfy the appropriate requirementsof the Clean Water Act in accordance with the Ohio EPA’s NationalPollutant Discharge Elimination System Phase II program. As requiredby Section 3745-39 of the Ohio Administrative Code, the plan addresses sixminimum control measures:» Public education and outreach.» Public participation and involvement.» Illicit discharge detection and elimination.» Construction site storm water runoff control.» Post-construction storm water management in new developmentand redevelopment.» Pollution prevention and good housekeeping for municipaloperations. 89The City’s Plan also offers a number of credits to non-single family residentialunits for activities that reduce the impact of stormwater runoff tothe stormwater system. 90 Credits to schools may be issued for, but are notlimited to, educational activities that involve participation of at least 35% ofStormwater Management at Hilliard Bradley HighSchoolBeyond the lessons being taught in its classrooms, HilliardBradley High School itself provides a lesson in smartenvironmental design. While its appearance at first glance is notmuch different from Hilliard’s other two high schools, HilliardBradley features Low Impact Development (LID) techniquesnecessitated by its location in the environmentally sensitive BigDarby Watershed. xii Stormwater that would typically flow froma rooftop or parking lot—first into a storm drain and then intoa local waterway—now stays on site in retention basins. Thesebasins both slow the flow of stormwater (reducing peak flowsthat can trigger floods) and allow for the runoff to permeateinto the soil (filtering pollutants and mimicking the site’s formerfarm fields). Rain gardens line the school’s parking lot, allowingfor additional runoff to soak back into the soil. Even the school’sbaseball diamonds are maintained without the use of chemicals.xiiiThese techniques have minimized the impact the new schoolhas had on nearby Hamilton Run, a tributary of the Big Darby.Sustainable site design, developed by Columbus-based EcoDesign and Engineering, xiv contributed only two percent to the$65 million cost of the school’s construction. xvECON.
