<strong>Hilliard</strong> <strong>Sustainability</strong> <strong>Plan</strong>tives. 47 PUDs may be a possible avenue to implement denser, mixed-usedevelopments but <strong>Hilliard</strong> could also consider more flexible zoning toolslike a mixed-use district, overlay district, or form-based zoning.<strong>Hilliard</strong>’s Land Use VisionRecently, <strong>Hilliard</strong> <strong>City</strong> Council adopted a new vision statement, whichstates that <strong>Hilliard</strong> will strive to be a lifelong community. <strong>The</strong> three goals<strong>of</strong> a lifelong community are to provide housing and transportation options,encourage healthy lifestyles, and expand access to services. 48 <strong>Hilliard</strong>’s2011 Comprehensive <strong>Plan</strong> begins to address these goals byevaluating the potential for infill development in underutilized andundeveloped areas already served with infrastructure, creating newtranspor¬tation connections, encouraging walkable human-scaledevelopment, and bringing desired land uses and amenities closerto <strong>Hilliard</strong>’s existing residents and businesses. 49 Through the Comprehensive<strong>Plan</strong> the <strong>City</strong> <strong>of</strong> <strong>Hilliard</strong> has decided to focus its redevelopmentefforts on four focus areas: Old <strong>Hilliard</strong>, the I-270 Corridor,the Retired Railroad Corridor, and the Big Darby focus areas. 50 Old<strong>Hilliard</strong>, the I-270 Corridor, and the Retired Railroad Corridor werechosen since they have significant economic development potential.<strong>The</strong> Big Darby focus area, however, demands a developmentpattern that conserves open space and environmentally sensitiveareas cooperatively planned through the Big Darby Accord. 51Intergenerational sustainability is another component <strong>of</strong> lifelongcommunities, and the <strong>City</strong> envisions a community that is attractiveto residents from all stages <strong>of</strong> life. Currently, the developmentpattern and housing choices in <strong>Hilliard</strong> are attractive to householdsthat have children and are in a position to own a home. <strong>Hilliard</strong>,however, is seeking to incorporate new options to attract youngadults and empty nesters who typically desire smaller homes, rentaloptions, and neighborhoods with close access to amenities. <strong>The</strong><strong>Hilliard</strong> Comprehensive <strong>Plan</strong> addresses this challenge and suggeststhat <strong>Hilliard</strong> needs to include more apartments and more compactdevelopment patterns to accommodate for these demographicgroups.ECON.
