Space Shuttle Program Historic Properties 6-13NASA-wide Roll-up Report(1) That are associated with events that have made a significant contributionto, and are identified with, or that outstandingly represents, the broadnational patterns of United States history and from which anunderstanding and appreciation of those patterns may be gained; or(2) That are associated importantly with the lives of persons nationallysignificant in the history of the United States; or(3) That represent some great idea or ideal of the American people; or(4) That embody the distinguishing characteristic of an architectural typespecimen exceptionally valuable for the study of a period, style or methodof construction, or that represent a significant, distinctive and exceptionalentity whose components may lack individual distinction; or(5) That are composed of integral parts of the environment not sufficientlysignificant by reason of historical association or artistic merit to warrantindividual recognition but collectively compose an entity of exceptionalhistorical or artistic significance, or outstandingly commemorate orillustrate a way of life or culture; or(6) That have yielded or may be likely to yield information of major scientificimportance by revealing new cultures, or by shedding light upon periodsof occupation over large areas of the United States. Such sites are thosewhich have yielded, or which may reasonably be expected to yield, dataaffecting theories, concepts and ideas to a major degree. For properties that have achieved significance within the past 50 years, such propertieswill qualify as NHLs if they of “extraordinary national importance.”All 70 historic properties identified in the SSP study are considered significant at thenational level, and all have reached significance within the past 50 years; they all qualifyfor the NRHP because of their “exceptional” importance to the SSP. Among these 70NRHP-listed, determined eligible, and eligible properties are some (in addition to theseven previously designated NHLs) which potentially may be considered ofextraordinary national importance, and which best represent the historical andengineering values of the SSP on the national level (e.g., the three extant orbiter vehicles, the VAB). While the evaluation of potential NHLs was beyond the scope of this agencywidesurvey and evaluation of SSP-related facilities, the new survey data may provideuseful information for a future update of the NPS’s Man in Space Theme Study.6.4 A Programmatic Approach to Historic Property Management“A great deal of latitude is afforded in the modification of such highlytechnical and scientific facilities to accommodate NASA’s ongoingmission” (ACHP 1991).July 2008Archaeological Consultants, Inc.
