Space Shuttle <strong>Program</strong> Historic Properties 6-15<strong>NASA</strong>-wide Roll-up Reportfor the mitig<strong>at</strong>ion of adverse effects, as well as standard administr<strong>at</strong>ive stipul<strong>at</strong>ions fordispute resolution, amendments, and termin<strong>at</strong>ion.The Shuttle Transition HPWG has considered an agency-wide programm<strong>at</strong>ic agreement.However, in view of the varying degree in which Centers anticip<strong>at</strong>e they will support thenew Constell<strong>at</strong>ion <strong>Program</strong>, the HPWG currently encourages more Center-specific PAsbe executed to support the management of the expanded inventory of historic resources.6.4.1 Classific<strong>at</strong>ion of UndertakingsConsistent with the intent of Stipul<strong>at</strong>ion I of the original PA, two broad c<strong>at</strong>egories ofundertakings are proposed for the new PAs: undertakings requiring Section 106consult<strong>at</strong>ion, and undertakings which are c<strong>at</strong>egorically excluded from Section 106review. The l<strong>at</strong>ter c<strong>at</strong>egory is defined as undertakings presumed to have minimalpotential to cause effects on historic properties, and therefore, which will not requirepublic notific<strong>at</strong>ion or consult<strong>at</strong>ion with the Council, NCSHPO, or individual SHPOs.Such undertakings will be reviewed for Section 106 purposes within <strong>NASA</strong> withoutfurther review by the Council, NCSHPO, or SHPO. Table 6.4 provides a provisional listof example undertakings defined for each of the two c<strong>at</strong>egories.Table 6.3.
