The kind and amount of document<strong>at</strong>ionshould be appropri<strong>at</strong>e to the n<strong>at</strong>ure and significance of the building or structure beingdocumented. Determin<strong>at</strong>ion of the level of document<strong>at</strong>ion should be made in consult<strong>at</strong>ionwith the NPS. In general, document<strong>at</strong>ion efforts should focus on the character-definingelements (e.g., innov<strong>at</strong>ive structural and mechanical systems; noteworthy architecturalfe<strong>at</strong>ures; specialized equipment; etc.). In accordance with the selected level ofdocument<strong>at</strong>ion, a combin<strong>at</strong>ion of measured drawings depicting existing and historicconditions; reproduction of as-built drawings and site plans; black and white archivalphotographs with large-form<strong>at</strong> neg<strong>at</strong>ives of exterior and interior views; photographs ofselected existing drawings or historic views, where available; and/or a historic narr<strong>at</strong>ive,may be required. An original document<strong>at</strong>ion package will be provided to the Secretary ofthe Interior for incorpor<strong>at</strong>ion into the N<strong>at</strong>ional Historic Architectural and EngineeringRecords in the Library of Congress; archival or non-archival copies should also beprovided to the appropri<strong>at</strong>e SHPO as well as the <strong>NASA</strong> History Office and Centerspecificarchives.Salvage and Preserv<strong>at</strong>ion of Significant Artifacts: The 1989 PA stipul<strong>at</strong>ed th<strong>at</strong> <strong>NASA</strong>will apply its agreement with the Smithsonian Institution (<strong>NASA</strong> ManagementInstruction [NMI] 4310.4) to determine appropri<strong>at</strong>e retention and cur<strong>at</strong>ion activities withrespect to significant artifacts. NMI 4310.4 was replaced with NPR 4310.1 whichprovides procedures and guidance for the identific<strong>at</strong>ion, reporting, transfer, and disposalof <strong>NASA</strong> artifacts of gre<strong>at</strong> historical and educ<strong>at</strong>ional or other value. It includes (asAppendix A) the “Agreement Between the N<strong>at</strong>ional Aeronautics and SpaceAdministr<strong>at</strong>ion and the Smithsonian Institution Concerning the Transfer andManagement of <strong>NASA</strong> Historical Artifacts, May 28, 1998.” Salvage of architectural orscientific/engineering elements from NRHP-listed or eligible properties, should not becarried out without prior document<strong>at</strong>ion, as described above. In cases of facilitydemolition, dismantlement, or removal of significant elements, <strong>NASA</strong> may apply itsagreement with the Smithsonian Institution to determine appropri<strong>at</strong>e retention andcur<strong>at</strong>ion activities with respect to significant artifacts.On-site Public Interpret<strong>at</strong>ion: Objects which embody historicity vis a vis the SSP, suchas tools, instruments, scale models, spacesuits, etc., can be identified, collected,preserved, interpreted and made available for on-site public display. Other forms ofpublic interpret<strong>at</strong>ion may include web-based inform<strong>at</strong>ion, including virtual tours and 3-Dviews of unique facilities; videos and audiotapes; public<strong>at</strong>ions including brochures,pamphlets, and books; and markers and kiosks.Cre<strong>at</strong>ion of an archival record: This mitig<strong>at</strong>ion option includes, but is not limited to,the loc<strong>at</strong>ion and archiving of as-built drawings and site plans, historic photographs, videoand movie footage, test schedules and rel<strong>at</strong>ed d<strong>at</strong>a from selected scientific tests orresearch programs th<strong>at</strong> rel<strong>at</strong>e to the SSP.Oral histories: The system<strong>at</strong>ic collection of oral histories from long-term <strong>NASA</strong>employees and contractors who designed, tested, built, assembled, controlled and flewthe Space Shuttle will serve to capture the stories of the SSP. Such stories can be popularized and made available to the public.Off-site mitig<strong>at</strong>ion: In keeping with the provisions of the N<strong>at</strong>ional Aeronautics andSpace Act of 1958, which charges <strong>NASA</strong> with the development of public educ<strong>at</strong>ion andoutreach programs, <strong>NASA</strong> may direct its mitig<strong>at</strong>ion efforts to provide support forresearch and written popular and technical histories and other accounts; support for theexisting offices of Agency historians and archivists to further the increased dissemin<strong>at</strong>ionof historical document<strong>at</strong>ion and official agency histories already available but littleknown outside of <strong>NASA</strong>; and to encourage increased priv<strong>at</strong>e and public particip<strong>at</strong>ion inan effort to preserve the tangible elements of America’s manned space program.July 2008Archaeological Consultants, Inc.
